The incumbent serves as the Department of the Army, Office of the Deputy Chief of Staff, G-2, Director, Resource Integration and serves as the principal advisor to the Deputy Chief of Staff, G-2 on all matters pertaining to the program, budget, execution and reporting of the Army National Intelligence Program (NIP), Military Intelligence Program (MIP), and select Army Intel related Security Programs resources. Such advice includes the analysis and prioritization of program requirements, budget and resource allocation, policies, directives, legislation from Congress, 0MB, DoW, the Director of National Intelligence, other national and defense agencies, which prescribe or affect Army intelligence resources. Oversights, manages and advocates for more than $4 billion annually, directly impacting roughly 61,000 MI personnel, both military and civilian, and the intel mission. Manages the resource planning, programming, budget formulation and submission, budget execution, and internal review functions for the Military Intelligence Program, the National Intelligence Program and Intel related Security Programs. Responsible for evaluating proposed resource strategies and financial policies developed by the Department of the Army Staff, DIA, NSA, NGA, JCS, OSW, DNI, the NSC, and recommends positions for the Deputy Chief of Staff, G-2 and the Army. Provides direction, coordination, and oversight of Risk Management Internal Control Program, Defense Intelligence Counterintelligence Expense/Intelligence Contingency Funds Program, Manpower and Force Structure related to Intel formations and organizations, Intelligence Oversight, and Intel related Audits. The incumbent is the Army's SME in the establishment procedures and the protection of classified accounting system.

CONDITIONS OF EMPLOYMENT

  • This is designated as a FINANCIAL MANAGEMENT Level 3 Certified position.
  • Selectee may be required to successfully complete a polygraph examination.
  • Must be a U.S. Citizen. You will be required to provide proof of U.S. Citizenship.
  • Two year trial period may be required. You will serve a two-year probationary period unless you have previously completed the probationary period as a DISES.
  • You must sign a mobility agreement.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • You must be able to submit and pass designated and/or Random Drug Testing as required.

  • The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Intelligence Community Senior Officer Core Qualifications AND Technical Qualification Requirements listed above, DISES will be assessed for executive competency against the following five mandatory ECQs.   • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.


There is NO requirement to prepare a separate narrative statement specifically addressing the INTELLIGENCE COMMUNITY SENIOR OFFICER CORE QUALIFICATION (ICSOCQ) or the Technical Qualification (TQ).

INTELLIGENCE COMMUNITY SENIOR OFFICER CORE QUALIFICATION (ICSOCQ): Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's (IC) mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the Intelligence enterprise and a shared commitment to the IC's core values.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:

Technical Qualification - Mandatory

1. I possess and demonstrate the ability to provide strategic leadership, synchronization and integration of resources across multiple authorizations and appropriations for a capability across near, mid and long term objectives. Familiar with one or more of the following investment portfolios: National Intelligence Program (NIP), Military Intelligence Program (MIP) or Army Intel Security Program. I possess extensive knowledge of the DOD's Planning, Programming, Budgeting, and Execution (PPBE) system. I obtain knowledge of the Intelligence Community's Intelligence, Planning, Programming, Budgeting, and Execution (IPPBE) process helpful not required. Experience with defending resourcing requirements with stakeholders like Army, DOD, IC and 0MB and congressional staffers.

Additional information

Veterans Preference: Veterans' preference is not applicable to the DISES.

Mobility: Organizational and geographical mobility is essential in developing and managing DISES. Individuals selected for IC positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.

Tiering: The Department of the Army structures its DISES positions into categories (i.e. tiers) to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department of the Army.
