Full Job Description
Under the general direction of the State Treasurer and Deputy Treasurer, this position sets policy and directs staff and contractor efforts for all debt-related functions in the STO, and is responsible for one of the State Treasurer's two primary missions. As a delegated Deputy Treasurer, this position represents the State Treasurer and executes bond documents on the Treasurer's behalf. As a member of the State Treasurer's Senior Executive Staff, this position participates in setting policy and making recommendations for STO divisions and financing authorities.

Department Information T he State Treasurer's Office is a small department located in the historical Unruh Building at 915 Capitol Mall, close to the State Capitol, public transportation and with parking garage options nearby. The building is adjacent to the State Capitol Park, which is a wonderful place to exercise and enjoy the beautiful landscape during the fair-weathered months. Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Possess an in-depth understanding of municipal bond finance, marketing, sales and administration, trustee functions and other bond related activities.
  • Possess a working knowledge of all functions and divisions of the State Treasurer's Office, Executive and Legislative branch of government as well as all control agencies.
  • Possess a complete understanding of the specific goals, functions and operations of the Public Finance Division.
  • Possess an expertise in public finance, budget preparation and expenditure control.
  • Possess the ability to think clearly, act quickly and communicate effectively when dealing with brokers, banks, bond law firms, municipal advisors, rating agencies, Legislature, media, and other government agencies.
  • Possess knowledge of principles and practices of public management and administration, including having supervisory and administrative experience in a managerial capacity with experience in the development and implementation of policies and procedures.

    A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
