Role Description:
The Director, Potomac Interceptor Program manages and supervises the budget, schedule, and deliverables associated with the Authority's $625 million, 10-year Potomac Interceptor Program. The work includes management, administration, and oversight of the implementation of the Authority's Capital Improvement Program to assess the 54-mile long, 30-inch to 96-inch diameter pipeline and perform rehabilitation based on conditions of the pipe. Condition assessment data will be utilized to prioritize construction contracts using various delivery methods. Duties include program and construction management, consultant contract administration and management, and program planning and coordination with various DC Water departments. This role oversees the work of DC Water staff, construction contractors, and consultant firms, and performs monitoring, tracking, auditing and reporting to ensure projects remain on schedule and within budget.

Essential Duties & Responsibilities:
Duties within the scope of the practice of engineering will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 47-2853.131. Scope of practice for engineers:

For the purposes of this part, the term "practice of engineering" means the application of special knowledge of the mathematical, physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation, investigation, expert technical testimony, evaluation, planning, design and design coordination of engineering works and systems, planning the use of land and water, performing engineering surveys and studies, and the review of construction for the purpose of monitoring compliance with drawings and specifications, in connection with any utilities, structures, buildings, machines, equipment, processes, work systems, projects, and industrial or consumer products, or equipment of a control systems, communications, mechanical, electrical, hydraulic, pneumatic, or thermal nature, that may involve safeguarding life, health, or property, and including such other professional services as may be necessary to the planning, progress, and completion of any engineering services.

  • Responsible for the management of the Potomac Interceptor, including implementation and oversight of the Authority's $625 million, 10-year Potomac Interceptor Program (PI Program).
  • Leverages program consultants and DC Water's staff to implement the program in alignment with established budget, schedule, and deliverable requirements set by the Authority.
  • Responsible for the long-term strategy for asset management and the development and implementation of the capital improvement program for the Potomac Interceptor. Coordinates with various DC Water departments to deliver the 10-year rolling Capital Improvements Program, including program and project estimates, assisting with planning and procurement of projects, preparing information and recommendations for legal review, and developing information and reports for DC Water's Senior Executive Team and the Board.
  • Supervises departmental staff and works cooperatively with other department managers, consultants and construction firms.
  • Oversees the development of Environmental Assessment (EA)/Environmental Impact Statement (EIS) of National Environmental Policy Act (NEPA) and Section 106 of the National Historic Preservation Act (NHPA) for the PI Program.
  • Implements measures to manage and direct assigned staff to ensure they perform their job duties and assigned tasks while meeting performance goals.
  • Manages, administers, and supervises consultants and consultant agreements, as assigned, to ensure they meet their scope of services, deliver all required outputs, and remain on schedule and within budget.
  • Oversees the work of program consultants' efforts to identify and mitigate potential sources of project delay during the design and construction phases, including permitting, land acquisition, environmental impacts, utility interference, and construction claims processing. Ensures adherence to the PI program objectives and mission.
  • Reviews project proposals or plans to determine the time frame, funding limitations, procedures for accomplishing the project, staffing requirements, allotment of available resources to various phases of the project, bid-ability, and constructability and system requirements.
  • Manages, administers, and oversees contractors and construction contracts, as assigned, to ensure projects are delivered in accordance with contractual requirements, deliverables are met, necessary information to address inquiries and resolve issues is provided (i.e., contract changes, claims, project correspondence), invoices are processed in a timely manner, and projects remain on schedule and within budget.
  • Reviews project proposals; performs constructability reviews of plans and specifications; prepares cost estimates and schedule projections to establish baseline funding and timelines; assesses and recommends staffing needs; conducts risk assessments for proposed and active projects; and coordinates with project personnel to monitor and track risks.
  • Provides guidance and assistance to the Authority on water, sewer and wastewater treatment plant infrastructure and systems related to construction matters.
  • Participates in consultant and contractor procurement and selection procedures and contract negotiations.
  • Provides technical assistance to other staff in the development of program plans and procedures for projects related to PI Program management.
  • Supervises and oversees department operating budget development and management.
  • Prepares and delivers presentations on program related issues to the public, elected representatives, and DC Water's Board of Directors.
  • Advises the Vice President and Chief Engineer, the Chief Operating Officer and/or DC Water's Board of Directors, and coordinates with regional partners and stakeholders.
  • Develops risk mitigation strategies for all PI Program projects, with emphasis on bringing quality projects online, on time, and within budget.
  • Performs other duties and projects as assigned at the discretion of the Vice-President and Chief Engineer.


Supervisory Responsibilities: Provides daily planning, administration, and management of his/her area of responsibility. Individually, or through subordinates, ensures the selection, assignment, supervision, promotion, discipline, and training of personnel within their area of responsibility.

Key Working Relationships: Interacts with officials throughout the Authority, other government and outside entities, and private consultants and contractors.
