What is the Opportunity?

The Enterprise Chief Controls Office (ECCO) is a centralized first line of defense group (1LOD) with the goal of embedding a culture of risk ownership and operational excellence by elevating the control environment and driving consistency and quality of risk practices to minimize loss and regulatory sanction, drive cost efficiencies, and accelerate execution to enable growth. The Operational Resilience and Business Continuity Management (BCM) team provide leadership in designing and implementing strategic vision, long-term operational model, roadmap and program governance across our platforms in the 1LOD. Working in partnership with platform and business unit Operational Resilience, BCM and Incident Management teams, this central team drives an enterprise-wide strategy to strengthen first line capabilities by driving consistent risk and control practices, embedding resilience into the way we lead, operate and respond to disruption while enabling critical business outcomes. The team is integral in evolving the operating model, governance, and relationship to other resilience risk areas, serving as a single first-line voice to unify, standardize and elevate Resilience capabilities in alignment with ECCO's mandate to embed risk ownership and operational excellence across the organization.

The Enterprise Chief Controls Office (ECCO) is seeking a Director of Operational Resilience & BCM to establish governance and oversight of a comprehensive 1LOD operational resilience program across RBC's platforms. In this role, you will drive operational excellence through development of a robust 1LOD KRI/KPI suite with defined thresholds and escalation protocols, producing actionable analytics on testing coverage, BIA/BCP quality trends, and control effectiveness. You will manage cross-functional governance forums across BCM Leads, Advisors, BUORMs, COOs, and 2LOD partners, while developing stakeholder engagement strategies that ensure transparent issue tracking and escalation. Leading this critical function, you will establish RBC as best-in-class in organizational preparedness and response to disruptions, elevate resilience program maturity, and ensure compliance with regulatory requirements. You'll embed a culture of operational excellence while positioning the organization to identify, monitor, and respond to emerging operational risks.

WHAT WILL YOU DO?

  • Develop analytics and insights on testing coverage, BIA/BCP quality trends, business unit performance, and control effectiveness to inform risk management decisions

  • Manage cross-functional governance forums across BCM Leads, Advisors, BUORMs (Business Unit Op Risk), COOs, and 2LOD partners to ensure alignment, coordination, and accountability
  • Develop and execute stakeholder engagement strategies that enable transparent issue tracking, escalation protocols, and continuous improvement across the enterprise
  • Drive enterprise-wide resilience program maturity through governance oversight, capability uplift, and standardized execution across all business units and platforms
  • Support regulatory and audit engagements, coordinating evidence and demonstrating compliance with regulatory requirements
  • Lead cross-platform coordination of operational resilience, business continuity, disaster recovery, and crisis management initiatives to ensure integrated risk response


WHAT DO YOU NEED TO SUCCEED?

Must have:
  • 12-15+ years of experience in Operational Resilience, Non-Financial Risk, or BCM within large, complex financial institutions, with direct accountability for 1LOD execution and capability uplift
  • Demonstrated experience leading regulatory remediation and resilience uplift initiatives, translating regulatory expectations into practical, executable programs
  • Proven capability in designing, embedding, and operating enterprise-wide resilience and BCM frameworks, including methodologies, procedures, standards, and execution models
  • Strong understanding of global regulatory requirements related to Operational Resilience, BCM, disaster recovery, third-party resilience, and incident/crisis management
  • Excellent executive-level communication skills with the ability to articulate complex resilience concepts to senior management, regulators, and cross-functional partners

Nice-to-have:
  • MBA, CRM, CPA, CIA, FRM, or CFA designation
  • Experience establishing enterprise monitoring, reporting, and metrics (e.g., KRIs, resilience indicators)
  • Proven ability to lead cross-platform and cross-business coordination within centralized teams and shared services
  • Familiarity with Operational Resilience, BCM, and incident management tools and platforms
