Under the authority of the Town Manager, the Director of Urban Planning and Development plans, organizes, directs and oversees all activities related to urban planning, land use and development, permits, inspections and regulatory enforcement.
The Director helps define municipal priorities within the department's mandate, makes recommendations to the Town Manager and decision-making bodies, and ensures the sound management of the department's human, financial, material and information resources.
Your role- Set the department's direction, priorities and action plans in line with those of the Town.
- Participate in municipal strategic planning and management committees.
- Lead the development, review and implementation of urban planning and regulatory tools.
- Plan and oversee major urban development and land use planning projects.
- Ensure a consistent approach to municipal initiatives involving heritage, urban design and quality of life.
- Oversee the issuance of permits and certificates, inspections, regulatory compliance and follow-up on violations.
- Ensure the consistent application of laws, regulations, policies and procedures within the department's mandate.
- Monitor legislative and regulatory developments and recommend necessary changes.
- Advise the Town Manager and elected officials on issues, risks and priorities within your area of expertise.
- Oversee the preparation of analyses and recommendations for decision-making bodies and the Planning Advisory Committee.
- Prepare and manage the department's budget, monitor financial resources and recommend necessary investments.
- Supervise, engage and develop staff in a unionized environment.
- Work with other municipal departments and represent the Town with partners and relevant organizations.
- Participate in public communications on urban planning, land use planning and development matters.
- Establish performance indicators and improve processes and services for residents and partners.
Your qualifications- A bachelor's degree in a relevant field or equivalent education.
- At least 15 years of relevant experience.
- Membership in good standing with the Ordre des urbanistes du Québec.
- Excellent knowledge of Québec's municipal sector and the legislative and regulatory framework governing urban planning.
- Experience managing teams, budgets and projects, particularly in a unionized environment.
- Proficiency in spoken and written French and English.
- Sound judgment, political acumen, attention to detail and the ability to explain complex issues clearly.
