Job Description:The SUNY Office of Student Success seeks an experienced higher education leader to serve as Director of Reverse Transfer and Student Mobility, providing strategic leadership for a statewide initiative designed to expand degree completion and educational attainment. The Director will oversee the modernization of the SUNY Reverse Transfer and transfer articulation processes, enabling community colleges to more seamlessly identify former students who transferred to a SUNY bachelor's-degree institution before earning an associate degree and assess post-transfer credits for degree completion. Through coordinated policies, technology-enabled workflows, and cross-campus collaboration, eligible students can be awarded credentials they have earned, improving student outcomes across the SUNY system. This work is intended to build on and amplify SUNY's systemwide Seamless Transfer Initiative which includes broad reforms across all dimensions of transfer across SUNY. In addition, the Director will support selected student mobility and articulation initiatives that advance credit mobility, strengthen transfer pathways, and promote greater consistency in transfer practices across the SUNY system.
Reporting to the Assistant Vice Chancellor for Transfer and Articulation, the Director will lead the administration, implementation, and continuous improvement of reverse transfer operations, including policy development, technology integration, training, communications, compliance, stakeholder engagement, and performance assessment. The position works extensively with campus leadership, registrars, enrollment management, institutional research, academic affairs, information technology professionals, and external partners, including the National Student Clearinghouse.
The successful candidate will possess strong leadership, project management, analytical, and communication skills, along with the ability to translate policy and technical requirements into effective operational practices. Experience with transfer and articulation, degree audit systems, student records, enrollment management, institutional research, student success initiatives, or related higher education functions is strongly preferred. Periodic statewide travel is required.
Duties and Responsibilities:Program Leadership and Implementation:- Lead the development, implementation, and continuous improvement of SUNY's reverse transfer initiative and related articulation processes.
- Manage statewide implementation efforts, including pilot programs, campus onboarding, and ongoing operational support for reverse transfer and aligned mobility initiatives.
- Develop and maintain policies, procedures, campus workflows, training materials, and implementation resources.
- Serve as SUNY's subject matter expert on reverse transfer degree completion strategies.
- Identify opportunities to improve participation, efficiency, and student outcomes in reverse transfer and aligned mobility initiatives.
Campus Engagement and Partnership Management:- Provide strategic guidance, technical assistance, and professional development to participating campuses.
- Collaborate with registrars, institutional research offices, enrollment management leaders, information technology staff, and other campus stakeholders to support implementation and ongoing operations.
- Serve as SUNY's primary liaison to the National Student Clearinghouse and other external partners, coordinating data exchange, implementation activities, and operational enhancements.
- Facilitate workshops, webinars, office hours, and statewide communities of practice.
Data Analysis, Reporting, and Assessment:- Monitor program participation, degree-award outcomes, and implementation effectiveness across the SUNY system.
- Develop reports, dashboards, performance metrics, and associated recommendations for campus and system leadership.
- Conduct data analysis to support informed decision-making and continuous improvement.
Communications, Policy, and Compliance:- Develop systemwide communication strategies, outreach materials, and student-facing resources that promote awareness and participation in reverse transfer and aligned mobility initiatives.
- Ensure compliance with FERPA, data-sharing requirements, and applicable federal and state regulations.
- Coordinate efforts related to student records consent, operational standards, and reporting expectations.
- Promote equitable access to degree-completion opportunities across participating campuses.
Strategic Initiatives:- Identify barriers to student participation and recommend strategies to improve program outcomes.
- Support broader SUNY transfer, articulation, credential completion, and student success initiatives.
- Evaluate emerging technologies, vendors, and services related to transfer, reverse transfer, degree audit, and student success.
- Contribute to strategic planning, vendor assessments, and requests for information (RFIs) related to transfer and degree-completion technologies.
Requirements:Required Qualifications:- Bachelor's degree.
- A minimum of 5 years of progressively responsible experience in higher education administration, student success, enrollment management, registrar operations, institutional research, academic affairs, transfer services, articulation, degree audit, or a related field.
- Demonstrated experience leading projects involving multiple stakeholders.
- Experience developing or implementing policies, procedures, operational processes, or student success initiatives.
- Strong analytical, organizational, project management, and problem-solving skills.
- Excellent written, verbal, and presentation communication skills.
- Demonstrated ability to build collaborative relationships with campus leaders and external partners.
- Ability to analyze and communicate complex policies, data, and technical information.
Preferred Qualifications:- Master's degree.
- Experience working within SUNY or another multi-campus higher education system.
- Experience with transfer, articulation, reverse transfer, degree audit, degree conferral, student records, or registrar functions.
- Experience working with student information systems, data reporting, and performance measurement.
- Knowledge of FERPA, transcript exchange technologies, and student records management.
- Experience leading statewide, regional, or multi-institution initiatives.
- Experience with National Student Clearinghouse services, Parchment, Student Tracker, degree audit systems, or related technologies.
Additional Information: - Salary is dependent on a variety of factors, including but not limited to, experience, education, training, and certifications. The range for this position is $95,000 - $110,000 annually.
- The posted salary range reflects the minimum and maximum target for this position. Individual starting salaries are determined based on a variety of factors, including relevant experience, skills, qualifications, and internal equity. While the full range is provided for transparency, starting salaries generally fall near the entry to midpoint of the range. Salaries at or near the top of the range are rare and reserved for candidates who exceptionally exceed all posted requirements.
