Director of Talent Acquisition is a key member of the HR Senior Leadership Team, responsible for shaping and executing a comprehensive talent acquisition strategy that supports the diverse operations of the Oneida Indian Nation and its enterprises.
In this highly visible leadership role, you'll drive workforce growth by developing new talent pipelines, expanding recruitment channels, enhancing the candidate experience, and leading recruitment initiatives across a wide range of industries and business functions. You'll also oversee relocation services and regulated pre-employment processes, ensuring a seamless hiring experience from attraction to onboarding.
What will you do as a Director of Talent Aquisition?Strategic Direction of Talent Acquisition Function, Systems and Personnel:
- Develop strategic vision for talent acquisition and actionable implementation plans addressing key departments of the organization, both functional and geographic and their specific hiring needs, based upon a keen understanding of our workplace culture. Works with leaders to convey a clear Employer Value Proposition that is infused in our hiring strategies.
- Works collaboratively with operational leaders as strategic partners in understanding talent acquisition needs and engaging in proactive workforce planning; develops strategies to meet these needs, and sets accountability in recruiting and selection to achieve results. Maintains full knowledge of, and regularly updates, the employee skill and experience needs for each segment, and develops processes and audits to fulfill the departments' needs.
- Sets direction, priorities and metrics to inspire a high-performing talent acquisition team.
- Develops systems that optimizes the use of technology in a cost-effective manner to foster consistency and enable an operationally sound and efficient end-to-end candidate experience inclusive of sourcing, screening, interviewing, communication and selection; customizes that experience to talent audiences. This includes, among other duties, ensuring optimal deployment and functionality of Applicant Tracking Systems to create seamless workflow for hiring managers and candidates, to ensure it meets organizational needs.
- Designs processes and tools to measure and report recruitment metrics, and adapts strategies based upon assessment of outcomes.
- Designs a positive candidate experience and ensures positive touch points at all stages including application, interviews and communication.
- Ensures that the talent acquisition function represents the Oneida Indian Nation in a professional and effective manner.
- Effectively develops and manages talent acquisition budgets to meet financial objectives.
- Works collaboratively with Marketing, Communications and other departments to design and implement recruitment strategies and content to enhance a strong employer brand through social media and other channels. Designs and optimizes sourcing and acquisition strategies of key talent through specialized recruiting efforts/channels and programs (i.e. executive, university, technical/digital, culinary, visa programs, etc.).
- Stays abreast of leading industry developments, technology and best practices; incorporates them at the Oneida Indian Nation in a cost-effective manner as appropriate.
Day-to-Day Direction of Talent Acquisition Systems, Programs and Staff:
- Creates, directs and executes an Enterprise Talent Acquisition strategy for multiple workplace segments including high-volume segments such as gaming, hospitality and retail, and specialized segments such as executive, technical, professional, government contracting and new businesses.
- Oversees the internal recruitment process ensuring a strong candidate experience for internal applicants as well; works closely with the Director of Training & Performance Management and operational leaders to identify high potential internal candidates and manage internal talent pools effectively.
- Directs and pursues the Department of Talent Acquisition's recruiting efforts that deliver an inclusive and diverse workforce, including collaborating with user departments to prepare accurate job descriptions, sourcing of full and qualified candidate pools, reliable vetting of candidates, and training/oversight of hiring manager practices.
- Selects and manages external recruiting/staffing partnerships as necessary; negotiates appropriate terms and pricing for these relationships.
- Demonstrates specific commitment to recruitment of qualified Oneida Nation Members and other American Indian candidates.
- Works with Vice President for Human Resources to handle assigned searches for key and sensitive positions.
- Directs the use of technology to foster consistency in sourcing, screening, interviewing, communication and selection. Directs the deployment of Applicant Tracking Systems to create seamless workflow for hiring managers and candidates, to ensure it meets organizational needs.
- Maintains effective processes and tools to measure and report recruitment metrics, regularly communicates the effectiveness and efficiency of the recruitment efforts to the VP For Talent Acquisition, Development and Engagement, to also include other executives and hiring leaders.
- Participates in and hosts recruitment events to enhance candidate awareness of the organization and our distinct offerings.
Onboarding:
- Directs administration of employment pre-requisites including in-house drug testing, gaming licenses, and other licenses and certifications necessary for employment; effectively manages relationships with applicable vendors and regulatory agencies; oversees production of badging/licensing credentials for the organization.
- Collaborates with the organization's employee housing function to managing housing inventory and maximize occupancy, ensuring that the availability of Nation-owned housing serves as a strategic advantage in our value proposition for new staff.
- Directs administration of relocation policies and provides effective relocation assistance, reimbursement, and reporting of relocation data.
- Ensures all employment and licensing records and employee files are maintained effectively and in compliance with applicable laws; oversees Affirmative Action and EEO compliance and reporting for applicable divisions.
Work Experience To be successful as the Director of Talent Acquisition you'll need:- Bachelor's degree in Human Resources, management, or related field required or equivalent combination of education and experience.
- At least 10 years' progressive experience in high-volume, full lifecycle recruitment in an operationally diverse and complex organization, with at least 3 in a director-level role.
- Previous experience in managing talent acquisition within the gaming or hospitality industries preferred.
- Previous experience developing, directing and operating state-of-the-art recruitment system, technology and sourcing channels, with strong experience in digital and social engagement strategies.
- Excellent team leadership skills and experience.
- Strong analytical skills with previous experience in developing recruitment goal setting, effective systems and reporting metrics
- Availability to travel between operations locally on a daily basis and to travel nationally occasionally.
- Reliable and appropriate level of knowledge of applicable labor and employment laws.
- Outstanding verbal and written communication skills.
- Excellent organizational and administrative skills.
- Excellent computer skills with knowledge of MS Office, applicant tracking systems and human capital management systems (UKG).
