Full Job Description
Position Summary: The Director of Survivor Services is an executive leader responsible for the quality, integration, accessibility, sustainability, and results of our survivor-facing services. The Director provides department-wide leadership across advocacy, trauma therapy, survivor response, legal services, rural initiatives, and other assigned programs. The Director translates our mission, strategy, funding obligations, and professional standards into coordinated program plans, clear expectations, dependable systems, and measurable outcomes. The role requires survivor-centered judgment, cross-program leadership, timely escalation of material risks, and consistent follow-through from problem identification through sustained resolution.

Location: Open to Baton Rouge or New Orleans locations

Primary Responsibilities

Survivor Services Strategy and Integrated Delivery
  • Develop and implement a cohesive survivor-services strategy, annual priorities, workplans, measures, owners, and deadlines aligned with our strategic plan.
  • Lead coordinated, survivor-centered delivery across programs and projects.
  • Maintain reliable systems for access, screening, waitlists, referrals, warm handoffs, continuity of care, service coverage, and urgent escalation.
  • Monitor service demand, caseloads, wait times, staffing capacity, geographic access, outcomes, and survivor feedback; recommend timely adjustments when capacity does not match need.
  • Identify service gaps, cross-program problems, policy changes, and improvement opportunities; assign ownership and remain accountable through resolution.

Quality, Safety, Ethics, and Compliance
  • Maintain consistent program policies, protocols, workflows, and quality standards across services and locations.
  • Ensure compliance with VAWA confidentiality, applicable privileges and privacy requirements, mandatory reporting, professional ethics, licensure, accreditation, contracts, and grant conditions.
  • Protect the independent legal and clinical judgment, supervision, privilege, and scope of practice reserved to appropriately qualified professionals.
  • Respond to staff concerns, service disruptions, significant incidents, monitoring findings, and implementing action plans if needed.
  • Escalate material survivor, confidentiality, legal, ethical, personnel, funder, media, or reputational risk promptly and consult the CEO when an issue exceeds the Director's authority or expertise.

Supervision, Performance, and Workforce Capacity
  • Supervise assigned managers and staff through clear authority, written expectations, structured supervision, workload review, feedback, and professional development.
  • Maintain accountability for service quality, conduct, documentation, data, deadlines, and recurring responsibilities; coordinate formal corrective action with Organizational Development and the CEO when required.
  • Partner with Organizational Development Director and Finance Director on position requests, hiring, onboarding, retention, succession, cross-training, staffing allocations, and workforce planning.
  • Create a work environment where staff can raise concerns and seek support while retaining accountability for their roles.
  • Ensure dependable 24/7 coverage and participate in after-hours leadership escalation as needed.

Data, Grants, Budgets, and Performance
  • Maintain reliable program systems for timely documentation, data quality, consistent definitions, reconciliation, quality review, and correction of errors.
  • Use data, survivor feedback, staff experience, and community information to evaluate access, quality, equity, outcomes, capacity, and emerging needs.
  • Provide concise dashboards and management reports that make performance, risks, deadlines, and unresolved issues visible.
  • Facilitate the programmatic implementation of assigned grants and contracts, including deliverables, partnerships, staffing assumptions, reporting inputs, and recovery plans when work falls behind.
  • Collaborate with Finance Director and Director of Organizational Development on grant proposals, budgets, restricted funding, spending, reports, and sustainability; raise variances or capacity concerns early.
  • Lead the writing and submission of quarterly and semi-annual progress reports for grants funding survivor services programs, including collaborating with program managers on data, narrative writing and the identification of emerging issues.

Partnerships and Organizational Leadership
  • Represent STAR® in coalitions, sexual assault response teams, funder meetings, community forums, and other assigned settings.
  • Maintain effective partnerships with healthcare, law enforcement, prosecutors, courts, universities, government, rural providers, and community organizations while protecting survivor confidentiality and autonomy.
  • Develop and monitor referral protocols, memoranda of understanding, and partnership workflows; resolve implementation gaps.
  • Participate actively in executive team planning, budgeting, policy development, risk review, and organizational decision-making, and implement approved decisions within Survivor Services.
  • Keep the CEO appropriately informed about service performance, capacity, material risks, anticipated delays, and decisions requiring executive action.

Required Qualifications
  • Advanced degree in social work, counseling, public health, nonprofit management, law, human services, or related fields.
  • At least five years of progressively responsible victim-services, behavioral-health, legal-services, nonprofit-program, or related experience, including at least three years of supervision or program leadership.
  • Demonstrated ability to lead complex, multi-program work; establish priorities and systems; supervise performance; and complete recurring and time-sensitive responsibilities.
  • Working knowledge of survivor-centered and trauma-informed practice, confidentiality, crisis response, professional boundaries, and the dynamics and impact of sexual violence.
  • Experience using data, quality review, budgets, grants, policies, and outcome measures to manage and improve services.
  • Strong written, verbal, facilitation, conflict-management, and interpersonal communication skills, with sound judgment, discretion, and emotional maturity.
  • Ability to travel regularly and work occasional evenings, weekends, or after-hours periods when program needs require.

Preferred Qualifications
  • Direct experience in sexual assault services, rape-crisis work, or another confidential community-based victim-service program.
  • Ability to articulate the difference between non-intimate partner sexual violence and intimate partner violence.
  • Experience leading multidisciplinary services across multiple locations or rural communities.
  • Knowledge of Louisiana victim-service, healthcare, legal, higher-education, and criminal-justice systems.
  • Experience with federal victim-service grants, VAWA confidentiality, accreditation, external monitoring, and multidisciplinary partnerships.
