Role Overview
The Director of Recovery Place Seattle functions as an integral part of a multidisciplinary team under the direct supervision the Chief of Inpatient/Residential Services to oversee substance use programs at Recovery Place Seattle. The Director of Recovery Place Seattle works alongside the Associate Medical Director and the Director of Nursing to oversee daily utilization management and serve as an advisor for clinical program development and staff training at Recovery Place Seattle- Beacon Hill. The Director of Recovery Place Seattle implements a care model that ensures clinical quality, transitions, linkages and whole person care, ensuring optimal health outcomes and seamless care along the healthcare continuum. The Director should have knowledge of residential inpatient treatment operations management, substance use disorders, hospital/jail systems, crisis and diversion, care transitions, and fully integrated managed care systems.

Management/Administrative Responsibilities
  • Development and implementation of program to support the service needs of the target population; ensuring clinical quality.
  • Supports the clinicians and managers who oversee complex/intensive case management, crisis, and acute care transition programs to ensure seamless transition and linkage within the agency and across partners.
  • Takes responsibility for the general leadership and management of the assigned programs to accomplish and support VCCC's missions, goals, and objectives.
  • Institutes and maintains an organizational vision and environment that emphasizes teamwork, trust, professionalism, efficiency, and customer service.
  • Ensures excellent internal and external customer service; functions as an advocate of VCCC and the clinic site when issues affecting the clinic site can be impacted by public entities.
  • Responsible for implementing and enforcing policies, and procedures as required by VCCC, Joint Commission and other regulations.
  • Oversees and reviews development, implementation, and maintenance of site information technology systems to accomplish and support VCCC's mission, goals, and objectives.
  • Collaborate and discuss with Senior Management the issues affecting the sites and programs, developing solutions to maintain program quality and integrity.
  • Develops and maintains relationship with community and business leaders, political representatives, contributors, regulators, allied human services providers such as police, hospital, public safety, and other healthcare service providers.
  • Provides support to designing the agency's continuum of care to ensure clients access appropriate levels of care to promote health outcomes.
  • Works with the agency to implement value-based payment contracts while ensuring whole person care across various levels of care.
  • Works with CQI and BI to measure population health and patient health outcomes and design care pathways to support value-based metrics.
  • Understands and maintains a current knowledge of laws, regulations, funding sources, and management practices that impact programs and clinic sites, including finances, human resources, risk management, clinical and medical practices.
  • Develops, implements, reviews, and maintains a site safety and emergency operation plan in conjunction with community governmental and service organizations to provide behavioral (and primary care, if relevant) health services to the community in the event of a catastrophic event


Financial Responsibilities
  • Responsible for managing site census daily to ensure financial stability of operation.
  • Responsible for vendor management to ensure contract compliance and performance.
  • Utilize effective tools for inventory management and decision making.
  • Submits data to Finance and CFO to help prepare VCCC's financial reports and preparing annual budget that follows and supports the mission and strategic plan of VCCC.
  • Ensures that the Finance and CFO receives timely and accurate monthly and annual financial reports and forecasts.
  • Analyzes financial statements on a regular basis and adjusts operations when necessary to maintain the financial viability of the operation.
  • Conducts financial studies as requested by the Finance, CFO and CEO, or as needed to accomplish the mission, and goals and objectives of VCCC and the clinic site.
  • Ensures effective management and execution of billing and receipting, cash management, payroll reporting, and accounts receivable and accounts payable activities.
  • Manages new and existing capital projects as relevant.


Human Resources Responsibilities
  • Responsible for following VCCC policies and procedures
  • Effectively manages employee conflicts and builds and maintains a sense of teamwork among staff members; escalates conflicts as needed.
  • Recruits and selects staff in consultation with site team, Associate medical director, HR, and/or other clinical services directors.
  • Places high value on cultural competency and ensures that hiring reflects community demographics.
  • Develops and maintains clinic site succession planning to ensure stability of site operations.
  • Responsible for ensuring staff onboarding, development and training.
  • Responsible for ensuring balanced and appropriate workload, scheduling & staff coverage.


Professional Requirements
Education
  • Bachelor's degree in human services related field or years of equivalent experience required. Master's Level in Business, Public Administration, Operations Management or Human Services related field, preferred.
  • WA State Licensure as a Substance Use Disorder Professional (SUDP) required.
  • Demonstrate progressive responsibility and significant experience in business administration, operations management, and human resources.
  • Supervisory and leadership experience, (mental health and/or substance use preferred)
  • Can illustrate documented, service-oriented experience that includes successful contacts with political representatives, community and business leaders, contributors, and public at large.
  • Training in utilization management, care transitions across the continuum of health systems
  • Knowledge of residential care management, hospital systems, managed care, health home, crisis, and diversion strategies
  • Ability to learn Fully Integrated Managed Care and Washington State Medicaid Transformation initiatives
  • Proven success in written communications; grant writing skills desirable, but not required.
  • Experience with Joint Commission Accreditation desirable, but not required.
