RESPONSIBILITIES
- Performs day-to-day management of overall contract support operations, involving multiple projects, multiple groups of personnel, and delivery across multiple locations, including CONUS and OCONUS as applicable.
- Organizes, directs, and coordinates the planning and production of contract support activities across the portfolio, ensuring performance meets contractual requirements and customer mission objectives.
- Oversees fiscal, operational, administrative, and workforce delivery management for assigned programs, including staffing execution, subcontractor performance, and operational readiness.
- Owns operational performance and P&L outcomes across assigned portfolios, including revenue, margin, forecast accuracy, cash conversion, and delivery execution metrics.
- Establishes clear accountability for Program Managers and program leadership, ensuring they own contractual performance, customer outcomes, staffing, financial performance, risk management, and timely escalation within their assigned programs.
- Ensures operational issues are resolved at the appropriate organizational level whenever possible and establishes clear thresholds for escalation of material customer, contractual, financial, workforce, or delivery risks.
- Maintains direct visibility into field and program execution through routine program, customer, and site engagement. Validates operational conditions firsthand as appropriate and ensures program reporting accurately reflects customer and delivery realities.
- Drives disciplined execution of established operating processes while continuously identifying opportunities to simplify, standardize, and improve how programs are managed across the portfolio.
- Identifies systemic issues and recurring performance patterns across programs and implements corrective actions that address root causes rather than individual symptoms.
- Leads an operational cadence, including weekly and monthly operating reviews, program health reviews, financial reviews, and corrective action plans for at risk programs.
- Drives early identification of delivery risk and leads turnaround execution for underperforming programs, including recovery plans, customer communications, and internal accountability.
- Partners with Growth, Proposals, and Solutions to support capture and recompete success by validating delivery feasibility, staffing plans, transition approaches, and realistic solutions that TekSynap can execute profitably.
- Supports proposal development as needed, including reviewing win themes, staffing strategies, management plans, transition plans, and risk mitigations tied to delivery reality.
- Partners with Finance on EAC discipline, variance management, margin improvement initiatives, and forecasting accuracy. Ensures program leaders manage budgets, burn, and commitments with rigor.
- Partners with Contracts and Compliance to ensure delivery aligns with contract terms, security requirements, quality standards, and customer reporting obligations.
- Builds and maintains strong customer relationships at the delivery leadership level. Leads executive escalations and customer engagement for delivery performance, service quality, and mission outcomes.
- Defines and implements operational improvement strategies, including standardization of delivery processes, tooling, reporting, and governance. Ensures consistency across portfolios while allowing flexibility for customer specific needs.
- Develops program and operational leaders. Coaches Senior Program Managers, Program Managers, and other delivery leaders to strengthen ownership, execution discipline, customer engagement, financial management, decision-making, and accountability. Builds bench strength and develops leaders capable of operating effectively with increasing levels of responsibility and autonomy.
REQUIRED QUALIFICATIONS
- 10 to 15 years of progressively responsible operations, portfolio, program, or delivery leadership experience in federal government contracting, including oversight of multiple programs and geographically distributed teams.
- Minimum of 5 years in senior operations, portfolio, or program leadership with meaningful responsibility for P&L and program financial performance, including revenue, margin, forecasting, budgeting, and cost management.
- Demonstrated ability to lead multiple Program Managers and programs simultaneously, establish clear performance expectations, identify emerging delivery risks, and drive corrective action through accountable program leadership.
- Experience managing complex federal delivery environments involving multiple customers, locations, subcontractors, technical disciplines, and competing operational priorities.
- Demonstrated ability to translate business objectives into operating plans, measurable performance expectations, management cadence, and accountable execution.
- Substantive experience and proven track record driving business objectives that deliver mission value while achieving financial targets and operational metrics.
- Demonstrated leadership and mentoring experience with the ability to lead, coach, inspire, and develop leaders and teams toward measurable outcomes.
- Strong understanding of contract performance management across common contract types, including T&M, FFP, and hybrid structures, and the operational controls required for successful execution.
- Highly developed written and verbal communication skills with the ability to drive clarity, accountability, and executive level customer engagement.
- Ability to multitask and operate effectively under pressure, ensuring timely completion of deliverables and adherence to established quality standards.
- Superior interpersonal skills and executive presence, including the ability to interact professionally with government officials, partners, and internal teams during high stress situations and tight deadlines.
- A bachelors degree is required. PMP or ITIL and one or more IT or Security certifications preferred, based on portfolio needs.
- Active clearance required, level of clearance determined based on assigned customer portfolio and contract requirements.
- Ability to work effectively from a corporate office, customer site and/or a quiet home office with reliable internet and phone service. Ability to travel as required for customer engagement, operations reviews, and program execution.
PREFERRED QUALIFICATIONS
- Experience leading infrastructure modernization, systems integration, network engineering, field deployment, managed services, or other complex technology delivery programs for Federal Government customers.
- Experience managing geographically distributed field operations, including CONUS and/or OCONUS delivery.
- Experience supporting federal capture, recompetes, proposals, transitions, and solution development from an operational delivery perspective.
- PMP, ITIL, or relevant technical/security certifications.
