WHAT YOU'LL DO
Under the general direction of a College President or designee, plans, organizes, directs, and evaluates college-wide marketing, communications, branding, media relations, and public information activities. Provides leadership in the development and implementation of integrated marketing and communications strategies designed to support enrollment, student engagement, institutional visibility, and awareness of college programs, services, and initiatives. Provides guidance to college leadership regarding institutional communications, branding, public information, and messaging strategies and initiatives.

There is currently one full-time (12 months/year, 40 hours/week) vacancy located at Ventura College.
This recruitment is being conducted to establish a list of eligible candidates that will be used to fill district-wide, current and upcoming, non-bilingual and bilingual, temporary and regular vacancies for the duration of the list, not to exceed one year.

WHERE YOU'LL WORK

Established in 1925, Ventura College was one of the first community colleges in California and currently has an enrollment of 14,500 students. Located approximately 60 miles north of Los Angeles and 30 miles south of Santa Barbara, the 112-acre campus is set in the rolling hills of Ventura - so close to the ocean that there is a clear view of the Channel Islands from several spots on campus.

SALARY PLACEMENT

Generally, salary placement is on the first step of the salary range.

Advanced step placement may be granted depending on related education and experience.

Current Employees: An employee who is promoted will be placed on the salary step of the new range of the appropriate salary schedule that provides a minimum increase comparable to a one-step increase in salary.
Representative Duties

Develop, implement, and evaluate integrated marketing and communications plans and initiatives designed to support enrollment, student engagement, institutional visibility, and promotion of college programs, services, and initiatives. E

Advise college leadership regarding institutional marketing, communications, branding, public information, and messaging strategies. E

Direct the development, coordination, and implementation of integrated marketing, branding, advertising, media relations, and public information campaigns across digital, print, social media, web, and other communications platforms. E

Plan, organize, and oversee the development and dissemination of marketing and communications materials and content to ensure consistency with established branding, editorial, and communications standards. E

Oversee institutional marketing and communications content across websites, social media platforms, publications, digital media, and other communications channels. E

Coordinate the development and dissemination of news releases, public statements, and other communications materials for distribution to the public and media outlets. E

Coordinate crisis communications, emergency messaging, and sensitive public information activities in collaboration with college leadership and District personnel. E

Analyze marketing, communications, and digital engagement data to evaluate the effectiveness of campaigns and communications initiatives; prepare related reports and recommendations. E

Develop and administer budgets related to marketing and communications activities; monitor expenditures and allocate resources in accordance with established guidelines and priorities. E

Establish and maintain relationships with educational institutions, community organizations, media representatives, and other stakeholders to support institutional marketing and communications efforts. E

Research, evaluate, and recommend marketing, communications, branding, digital engagement, and related technologies and strategies. E

Supervise and evaluate the performance of assigned employees, set performance requirements and goals, monitor and coach for improvement, promote excellence and customer service, and take disciplinary action if needed according to District rules. E

Work collaboratively and professionally with faculty, staff, students, and stakeholders from diverse academic, socioeconomic, cultural, disability, gender identity, and ethnic communities. E

Demonstrate cultural humility, sensitivity, and equity-mindedness in working with individuals from diverse communities; model inclusive behaviors; and achieve equity in assignment-related outcomes. E

Minimum Qualifications

A bachelor's degree from a recognized college or university AND four years of professional experience developing and implementing marketing, communications, branding, public information, media relations, or strategic communications initiatives.
OR

A graduate degree from a recognized college or university AND three years of professional experience developing and implementing marketing, communications, branding, public information, media relations, or strategic communications initiatives.

EXAMINATION AND SELECTION PROCESS:
This is an examination open to the public and current District employees seeking a promotional opportunity. To ensure consideration, please submit your application materials by the posted deadline date on this bulletin.
The examination process may consist of any of the following components:
A) Training and Experience Evaluation = Qualifying (pass/fail)
B) Technical Interview = 100% weighting on final score
TRAINING AND EXPERIENCE (T&E) EVALUATION:
A T&E is an assessment of training and experience, beyond the minimum requirements, that has prepared the candidate for the position as evidenced in the application materials. Please be sure to answer every component of each supplemental question as your responses will be scored and serve as your score on the training and experience (T&E) evaluation.
The candidates with the highest passing scores on the T&E will be invited to the technical interview.
TECHNICAL INTERVIEW DATE RANGE AND LOCATION:
Date Range: Monday, September 28, 2026 - Friday, October 2, 2026
Location: The Technical Interview will likely be conducted remotely, using Zoom. To participate, you must have access to a computer with a camera, microphone, speakers, and a reliable connection to the internet.
The examination components and dates are subject to change as needs dictate. All communication regarding this process will be delivered via email.

ELIGIBILITY LIST:
Upon completion of the examination, the eligibility list will be compiled by combining the final examination score with applicable seniority and veteran's credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the eligibility list. This eligibility list will be used to fill current vacancies for up to one year from the date of the technical interview.
PROBATIONARY PERIOD:
All appointments made from eligibility lists for initial appointment or for promotion, with certain exceptions, shall be probationary for a period of six (6) months or one hundred thirty (130) days of paid service, whichever is longer. Classified management, police, and designated executive classifications shall be probationary for a period of one (1) year of paid service from initial appointment or promotion.

DEGREE INFORMATION:
If a degree/coursework is used to meet minimum qualifications, an official copy of your transcripts will be required upon hire. If you have a foreign degree and the institution from which your degree was granted is not recognized as accredited by the Council for Higher Education Accreditation (CHEA) or the U.S. Department of Education, foreign transcript evaluation is required if the foreign degree/coursework is used to meet minimum qualifications. The foreign transcript evaluation must be included with your application materials. Paid Holidays: The Ventura County Community College District offers 15 paid holidays per year, plus 2 additional floating holidays.

Paid Vacation:
Full-time classified employeesearn vacation leave based on years of continuous service:
  • 6 months - 3 years: 8 hours per month, plus 3 additional days between Christmas and New Year's Eve.
  • 3 - 10 years: 10 hours per month, plus 3 additional days between Christmas and New Year's Eve.
  • 10+ years: 13.3 hours per month, plus 3 additional days between Christmas and New Year's Eve.
Administrators, managers, and full-time supervisory and confidential employees accrue 13.33 hours per month for each month they are in paid status, plus 3 additional days between Christmas and New Year's Eve.

Health Benefits: The District contributes up to the full premium cost of the PPO 90C or Kaiser HMO plan (whichever is higher) toward any eligible medical plan for full-time employees and their eligible dependents. Dental, vision, and Basic life insurance premiums for full-time employees and their eligible dependents are also District paid.
