Full Job Description
We are seeking a Director of Manufacturing Operations to join our Navy Systems team based in York, PA. At Johnson Controls Navy Systems (JCNS) we have been supplying air conditioning plants, refrigeration equipment, and providing fleet support services to all major defense industrial base shipbuilders and the US Navy for over 100 years. Our business has experienced significant growth and are projecting that trend to continue as we look to the future.

The Director of Manufacturing Operations will be responsible for all aspects of production, environmental, health & safety (EH&S), manufacturing engineering, production control & planning, and facilities management, partnering with a cross-functional team including quality, supply chain, logistics, and engineering. This individual will be at the helm of a high-impact operation, driving strategic growth, and operational excellence in contract performance toward ensuring customer expectations are exceeded and financial objectives achieved in alignment with our strategic plan. The position will serve as a member of the JCNS leadership team reporting to the General Manager of Navy Systems.

As the Director of Manufacturing Operations, you will:

  • Allocate and manage resources (manpower, equipment, materials) to optimize output with respect to delivery, quality, and cost.
  • Responsible for all aspects of the manufacturing floor and overall facilities management.
  • Advocate, lead, and teach in-terms of promoting Lean principles and Kaizen efforts in-line with the Johnson Controls Business System.
  • Collect and analyze data to identify areas of waste or inefficiency; use data to optimize productivity, innovation, and supply management.
  • Lead teams in achieving goals in safety, quality, delivery, inventory and productivity value stream daily goals leading tiered daily management boards / KPIs.
  • Manage shifts by effectively utilizing supervisors and their resources.
  • Coordinate activities of various departments and / or shifts to ensure all areas are working and aligned on appropriate tasks.
  • Develop strategic operating, capital, and other plans to improve effectiveness of operation.
  • Work with team to develop and implement materials management strategies (e.g., make / buy, Kanban, MRP, inventory levels).
  • Maintain effective working relationships and communication with all departments; builds strong collaborative relationships with cross functional departments.
  • Involved in fiscal year and long-range planning, establishing budgets and operating targets.
  • Participate in Product Team meetings to help effectively improve production line performance.
  • Analyze operational performance and develop priorities / actions for improvements.
  • Direct activities of manufacturing engineering in developing labor standards, work instructions, standard work, and labor costing.
  • Establish cost estimation standards, providing inputs supporting new business proposal development.
  • Recruit, coach, and develop organizational talent fostering a diverse workplace that enables all participants to contribute to their full potential in pursuit of organizational objectives.
  • Monitor and ensure compliance with company policies and procedures.
  • Ensure all products meet stringent quality standards associated with Military Specifications and ISO 9000 QMS.
  • Strong capital planning skills - budget, application, and project management.
  • Serve as a key voice among the JCNS leadership team toward establishing priorities that ensure organizational alignment in exceeding customer expectations and meeting financial objectives.


Required Qualifications:

  • 15+ years of progressive manufacturing leadership.
  • Experience in highly precision engineered large machinery manufacturing environments involving metal fabrication, welding, and machining.
  • Experienced in P&L management and large operational budgets.
  • Demonstrated executive competencies: strategic agility, operational mastery, stakeholder influence, emotional intelligence, talent development.
  • Must have strong background in Lean manufacturing as well as other training in formal problem solving and operational analysis (e.g., Value Stream Mapping, 6S, Kanban, Standard Work, Line Balancing / Yamazumi Charts).
  • Demonstrated ability to manage and prioritize multiple projects and initiatives; experience leading large-scale Lean Kaizen initiatives with ability to work collaboratively and build strong relationships across all levels of the organization.
  • Hands-on experience in cost estimating and project management.
  • Demonstrated track record of project management execution and a high level of performance in current and previous positions.
  • Proficiency in Microsoft Office Suite Applications (e.g., Word, Excel, PowerPoint, Outlook, Teams).
  • Experience working within MRP systems.


Preferred Qualifications:

  • Working knowledge and proficiency with Deltek Costpoint, Oracle Primavera P6, and TIPQA.
  • Experience in heavy manufacturing.
  • Defense industrial base experience.
  • Demonstrated background working in a union environment and leading collective bargaining agreement negotiations


Education:

  • Bachelor's Degree in Business Administration, Operations Management, Engineering, or a related field.
  • MBA preferred.
