Job Summary

The Director of Human Resources is a dynamic leader responsible for the organization's human resources strategy, policies, and programs. This role oversees all aspects of the employee lifecycle including talent acquisition, on- and off-boarding, employee relations, labor relations, payroll, performance management, classification and compensation, leave administration, worker's compensation and strategic planning. The Director of Human Resources works closely with executive leadership to advise on human capital strategies while fostering a positive and inclusive work environment.

Responsibilities

Serves as Payroll Director for the agency, working closely with OCME managers to ensure that the proper time codes are utilized, identity sick time concerns and that all staff are paid appropriately.

Manage the OCME staffing pattern, classification and compensation plans by maintaining accurate job descriptions, Form 30's and management questionnaires, maintenance reallocations, promotions, salary adjustments, Employee Performance Evaluation System (EPRS), and MassPerforms (formerly ACES).

Analyze workforce metrics and HR data to support strategic decision-making.

Advise Executive Management and Hiring Managers regarding position development. Ensure that the new role is properly classified (union or management) and funded. Work closely with HRD's Classification and Compensation Department.

Advise OCME management regarding union employee issues. Serves as Step 2 Hearing officer.

Serve as ADA/Diversity Coordinator for the agency, update and enforce the agency's Affirmative Action and Diversity Plans, process accommodation requests by following the guidelines through ODEO.

Acts as liaison with oversight agencies by maintaining working relationships with EOPSS Human Resources, GIC, Office of the Comptroller, Retirement Board, Departments within HRD to include Class and Compensation, Office of Leave Planning Assistance, Worker's Compensation, Office of Employee Relations, Center for Expertise and the Office of Diversity and Equal Opportunity to ensure effective communication and coordination of services.

Designing, recommending, implementing, and monitoring changes and updates to HR policies, systems, processes, and procedures.

Other duties, as assigned.

Required Qualifications
  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Five to ten years of progressive human resources experience, including leadership or management responsibilities in a public sector and/or union environment.
  • Strong knowledge of employment laws, HR best practices, and compliance requirements.
  • Demonstrated leadership, coaching, and team development skills.
  • Excellent interpersonal, communication, and conflict resolution abilities.
  • Strong analytical and problem-solving skills.
  • Proficiency with HRCMS, MassCareers and Microsoft Office.
  • Ability to maintain confidentiality and exercise sound judgment.

Preferred Qualifications
  • Master's degree in Human Resources, Business Administration, or a related field.
  • Professional HR certification such as SHRM-CP or PHR.
  • Experience leading organizational change and strategic workforce planning.
  • Experience in advising managers on all areas of human resources, especially labor relations

Working Conditions
  • Primarily office-based with occasional travel to satellite offices as needed.
  • Must be flexible to address employee relations matters outside standard business hours such as second and third shifts and on weekends.
  • Ability to sit, stand, and use a computer for extended periods.


Qualifications:
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
