Full Job Description
This position is based across Rural Roads Health Services and requires travel between Alexandra Hospital Ingersoll and Tillsonburg District Memorial Hospital.

Position Summary:

The Director, Finance and Innovation provides strategic and operational leadership for the Finance and Innovation portfolio across Rural Roads Health Services. Reporting to the President and Chief Executive Officer, the Director provides sound financial advice, forecasts, and analysis to support operating and capital decisions, asset management, organizational performance, and risks. The Director also leads innovative, organizational planning and approved transformation initiatives, identifying practical opportunities to use data, artificial intelligence (AI), automation, and emerging technologies to improve efficiency, decision-making, and healthcare delivery.

Key Responsibilities:
  • Provide strategic and operational leadership for Finance and Innovation across both sites.
  • Advise the CEO, executive leadership team, Board/Board committees (as required), and organizational leaders on financial performance, risk, affordability, and sustainability; and innovative opportunities.
  • Lead operating and capital budgets, multi-year forecasts, long-range financial plans, and related accountability processes.
  • Oversee the Finance Department, ensuring effective financial operations, reporting, controls, compliance, and service delivery.
  • Provide sound financial advice on clinical and corporate services, workforce pressures, investments, partnerships, and transformation initiatives.
  • Lead capital planning, capital budgeting, asset lifecycle planning, and the financial evaluation of equipment and infrastructure priorities.
  • Develop financial models, projections, costing analyses, business cases, and return-on-investment assessments.
  • Monitor healthcare funding methodologies and hospital accountability requirements and recommend strategies to optimize funding and performance.
  • Lead and coordinate strategic planning, annual business planning, implementation, and organizational performance monitoring.
  • Lead business intelligence advancement, dashboards, and performance measures that integrate financial and operational information.
  • Provide financial and analytical support for clinical service planning, program development, capacity planning, integration, and redesign.
  • Coordinate external audits, audited financial statements, regulatory submissions, funding reports, Ministry submissions, and required attestations.
  • Ensure compliance with accounting standards, funding agreements, procurement obligations, hospital requirements, policies, and applicable legislation.
  • Identify and champion practical uses of AI, automation, analytics, and emerging technologies to improve decisions and efficiency.
  • Develop and lead approved innovative, transformative initiatives from business case through implementation, evaluation, and benefits realization.
  • Establish responsible-use expectations for AI and emerging technologies, including privacy, security, ethics, human oversight, and risks.
  • Build effective relationships with auditors, funders, Ontario Health, government, banking partners, investment partners and other partners.
  • Lead, coach, and develop a capable, collaborative, and service-oriented Finance and Innovation team.
  • Promote financial, data, and digital literacy among leaders through clear reporting, practical tools, and advice.
  • Contribute to organization-wide planning, risk management, continuous improvement, and leadership decision-making.

Qualifications Required:
  • Chartered Professional Accountant (CPA) designation and current registration in good standing with the Chartered Professional Accountants of Ontario (CPA Ontario).
  • A master's degree is considered an asset.
  • Minimum five (5) years of progressive financial leadership experience within a complex organization.
  • Demonstrated oversight of multi-million-dollar operating and capital budgets.
  • Strong knowledge of generally accepted accounting principles, healthcare funding, growth and efficiency model (GEM) funding model, public-sector accountability, and Ministry reporting requirements.
  • Strong knowledge of Ontario hospital legislation and governance requirements, including the Public Hospitals Act.
  • Proven experience in strategic planning, forecasting, capital planning, asset management, and long-range financial planning.
  • Experience applying AI, analytics, automation, or emerging technologies to improve decisions, efficiency, or service delivery.
  • Experience developing policies, governance frameworks, controls, and performance measures.
  • Public healthcare experience is a strong asset.
  • Clinical service planning, program development, integration, or capacity-planning experience is an asset.
  • Strong analytical, communication, presentation, stakeholder-management, and change-leadership skills.
  • Advanced proficiency with financial systems, budgeting and forecasting applications, Microsoft Office, and business intelligence tools.
  • Ability to exercise discretion, work independently, present alternatives, and manage competing prioritiess

Other pertinent conditions:
  • $140,587.42 - $164,463.95 annually ($72.10 per hour to $84.34 per hour)
  • This position is based across Rural Roads Health Services and requires travel between Alexandra Hospital Ingersoll and Tillsonburg District Memorial Hospital.
  • Reports to the President and Chief Executive Officer
