Brief Job Description:

Under the direction and supervision of the Child Care Regulation (CCR) Deputy Associate Commissioner (DAC) of Regional Operations for Child Care Regulation (CCR) in Regulatory Services (RS), of the Texas Health and Human Services Commission (HHSC), the Director of Field of Residential Child Care Regulations (RCCR) provides leadership, strategic direction, management, and guidance to the RCCR team. The position performs advanced management and oversight activities for the daily operations of the Residential Child Care Regulation (RCCR) program. This includes providing leadership and management to a support team and the Regional Directors who lead and manage program administrators, supervisors, and inspectors who perform regulatory functions in the field throughout the state.

The position works under minimal supervision with considerable latitude for the use of initiative and independent judgment. The position is involved in establishing the strategic plan and goals and objectives of the RCCR program. The position reviews rules, policies, and procedures, and establishes priorities, standards, and measurement tools for determining progress in meeting program goals. This position establishes guidelines and procedures for the RCCR program. The position is responsible for consistency and accountability in regulatory service delivery state-wide. The position is responsible for regional implementation of RCCR policy and other initiatives.

The Director of Field must possess, and be capable of, high-level, data-driven decision making, public speaking, emotional intelligence, and the ability to develop relationships with internal HHSC staff, providers, external stakeholders, and community leaders. The position interacts routinely with CCR direct delivery staff, CCR state office staff, CCR and RS senior leadership, HHSC executive leadership, HHSC legal staff, other state agencies, and external stakeholders. This position also interacts with advocacy groups, elected officials, and legislative offices on behalf of the agency. The position is a member of the statewide CCR Leadership Team and serves, as requested, in the absence of the CCR Regional Operations DAC.

This position must lead with innovative mindset and must be skilled in continuous process improvement. The position provides leadership and management for the RCCR Regional Directors, who are responsible for daily operations of the RCCR program within designated regions of the state, including direct oversight of service delivery and management of operations and resources. The position develops and mentors RCCR Regional Directors.

Essential Job Functions (EJFs):

Directs and supervises the RCCR Regional Directors and state-office support team personnel responsible for the regulation of residential childcare operations (including general residential operations, child-placing agencies, and foster homes) by monitoring the scope, content, and quality of services in accordance with program and agency policy. Responsible to develop, codify, implement, and enforce policies and procedures that accomplish all RCCR licensing, inspection, and investigation requirements to ensure compliance with statute, rules, and agency policy. (50%)

Plans, assigns, and supervises work of Regional Directors. Develops staff through review of performance data, conferences, training, and performance appraisals. Provides program expertise, direction, guidance, technical assistance, and consultation to staff. Travels statewide at least quarterly to participate in and observe field operations such as inspections and investigations to assess performance and ensure consistent regulatory practices are implemented statewide. Develops, implements, monitors, and evaluates innovative regulatory service delivery. Develops, implements, and monitors plans, procedures, and techniques to ensure effective allocation of field staff and management resources. (30%)

Promotes, models, and ensures that a positive and collaborative work environment is maintained with all RS and HHSC program areas. Advises the CCR Deputy Associate Commissioner on the status and progress of agency operations across the state. Plans, organizes, conducts, or facilitates internal and external meetings, multidisciplinary team meetings, and work groups for strengthening RCCR direct delivery activities and collaboration with internal and external stakeholders. (10%)

Performs other duties as assigned and required to maintain RCCR regulatory activities. Attends work regularly in accordance with agency leave policy. (10%)

Initial Screening Criteria:

  • Bachelor's degree from an accredited four-year college or university is preferred. Experience and Education may be substituted for one another on a year to yaer basis.
  • Five years full-time consultative, supervisory, managerial, professional, or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, or interpretation of complex written material.
  • Experience in Regulatory Services or Child Care Regulation, supervising the direct delivery of regulatory services preferred.
  • Experience with public speaking, working with community stakeholders and providers related to childcare.
