Position Overview

The Massachusetts Supplier Diversity Office (SDO), within the Executive Office for Administration and Finance, promotes diversity, equity, and inclusion in state contracting in Commonwealth contracting. The SDO seeks a detail-oriented professional to serve as Director of Compliance and Quality Assurance.

The Supplier Diversity Office's Compliance and Quality Assurance Unit (SDO Compliance) ensures the integrity of the agency's programming. Pursuant to Executive Order 599, SDO Compliance establishes and implements policies and procedures associated with compliance reviews of:
• SDO certified businesses and related processes;
• Accuracy of Commonwealth Contractors' supplier diversity reporting; and
• Commonwealth Agencies participating in SDO programs.

Under the Director's leadership, the team conducts compliance data reviews to monitor diverse business certification recipients for signs of fraudulent information and firms that may have misrepresented their status to the SDO.

SDO Compliance conducts specific reviews of Commonwealth prime (such as statewide and departmental contract) vendor supplier diversity spend reporting, ensuring that our partner (or Tier 2) spending is reported correctly in our Annual Report. Furthermore, SDO Compliance provides regular review of Executive Agency performance against the Commonwealth's supplier diversity benchmarks. Through these reviews, agencies or secretariats that are struggling receive tailored reporting and support to improve their performance.

Additionally, SDO Compliance provides vital quality assurance support to the SDO Analytics team. This support ensures data sets used to produce our Annual Report every Fiscal Year are accurate and generated by repeatable processes that are documented. The Team is working to improve these processes and enhance our documentation even further this Fiscal Year.

The Director serves as a strategic program leader within SDO, reporting directly to the Agency's General Counsel.

Primary Responsibilities
• Manages and leads the SDO Compliance & Quality Assurance Team, assigning work, answering their questions, and providing support to the team.
• Oversee the SDO Compliance Team's monitoring of diverse and small business certification requirements, compliance with prime contractor supplier diversity commitments on goods and services contracts, and agency benchmark progress. May also support reviews of certain construction and design contracts.
• Provides guidance information, and technical assistance to the SDO and other agency staff, contractors, and certified businesses on compliance matters related to agency benchmarks, contract specifications, and commitments, and certification requirements.
• Investigates and analyzes compliance issues/data to identify successes as well as problems, and recommend enforcement and corrective actions, training, resources as needed.
• Reports on compliance findings to SDO Leadership and to agencies.
• Monitor and reconcile compliance data in consultation with the Director of SDO Systems and Data Analytics, their team, and Compliance Team members.

Preferred Qualifications
• Experience working in state or other public-sector organizations, particularly experience with the Commonwealth's supplier diversity, affirmative marketing, or other diverse contract programs.
• Experience overseeing compliance and oversight management programs.
• Experience working with Commonwealth systems, including COMMBUYS, MMARS/Mosaic and/or the VRM. Familiarity with the Commonwealth of MA's principles and practices of compliance, procurement, contracting, grants, and regulations.
• Leadership and direct supervisory experience, especially related to program design and implementation demonstrating compliance acumen; confidence, and experience with personnel matters.
• Demonstrated ability to communicate effectively with senior leaders, present compliance findings clearly, navigate sensitive personnel matters, and provide sound guidance on complex compliance issues.
• Record of managing a team of compliance staff; engaging and developing staff and delegating work assignments and reviewing and evaluating performance.
• Skilled in exercising a high degree of initiative, judgment, discretion, and decision-making to achieve objectives and resolve problems.

Qualifications:
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
