Full Job Description
As the Director of Civil Engineering, you will lead the planning, design, maintenance, and continuous improvement of Nemacolin's civil infrastructure and site systems. This role is responsible for ensuring the integrity, safety, and sustainability of all property-wide civil assets, including water and wastewater systems, stormwater management, roadways, grading, and structural/site improvements.

This is a hands-on leadership position responsible for managing the Engineering department while integrating civil engineering principles into daily operations, long-term capital planning, and regulatory compliance. The Director will apply sound engineering judgment, strong communication skills, and technical expertise to balance multiple priorities and support Nemacolin's commitment to exceptional guest experiences.

Essential Functions:

  • Lead, coach, and develop the Engineering team with a focus on civil infrastructure management, construction standards, and asset lifecycle planning
  • Oversee the design, operation, and maintenance of civil systems, including:
    • Water supply and distribution systems
    • Wastewater and sewage treatment systems
    • Stormwater management and drainage infrastructure
    • Roadways, bridges, parking areas, and site grading
    • Retaining walls, pathways, and outdoor public spaces
  • Supervise facility-wide maintenance operations, ensuring alignment with civil/structural integrity and infrastructure performance standards, including coordination with mechanical, electrical, and building systems
  • Manage capital improvement projects, including site development, infrastructure upgrades, and expansions-from planning and design through construction and closeout
  • Coordinate with architects, consultants, and contractors to ensure projects comply with engineering standards, local building codes, environmental regulations, and industry best practices
  • Maintain engineering documentation, drawings, permits, and project records using systems such as HotSOS and other asset management platforms
  • Develop and oversee preventative maintenance programs for civil assets to maximize lifespan, safety, and operational efficiency
  • Perform inspections, surveys, and condition assessments of infrastructure systems; recommend corrective actions and capital improvements
  • Monitor contractor performance and vendor relationships related to site work, utilities, and infrastructure services, ensuring quality, cost control, and compliance
  • Prepare and manage departmental budgets, including capital expenditures (CapEx) and infrastructure investment forecasting
  • Ensure 24/7 operational readiness, including emergency response related to infrastructure failures, environmental events, and safety risks
  • Act as Life Safety Director, ensuring compliance with health, safety, environmental, and civil engineering-related regulations (OSHA, EPA, local authorities)
  • Lead initiatives related to water/sewer compliance, stormwater permitting, erosion control, and environmental sustainability
  • Conduct data collection, inspections, and testing to support reporting to regulatory agencies and maintain compliance
  • Oversee hazardous materials management, including spill response and environmental remediation efforts in accordance with regulations
  • Support long-term master planning efforts, including land development, zoning considerations, and infrastructure expansion strategies
  • Serve as an internal subject matter expert on civil engineering, site development, and environmental compliance matters
  • Foster a culture of exceptional service by supporting both internal teams and external guests with professionalism and responsiveness
  • Recruit, train, develop, and evaluate staff, ensuring strong technical competency and alignment with organizational goals

Knowledge, Skills, and Abilities Required:
  • Bachelor's Degree in Civil Engineering, Construction Management, or related field (Professional Engineer [PE] license preferred)
  • 5-10+ years of progressive experience in civil engineering, infrastructure management, or site development, including leadership experience
  • Experience managing large-scale properties, campuses, resorts, or municipal infrastructure systems
  • Strong knowledge of:
    • Water and wastewater systems
    • Stormwater management and drainage design
    • Site grading, erosion control, and land development
    • Local, state, and federal codes (OSHA, EPA, building codes, environmental regulations)
  • Experience leading teams of 30+ employees or cross-functional engineering teams
  • Proficiency in asset management and maintenance systems (e.g., HotSOS) and Microsoft Office
  • Strong project management skills, including budgeting, scheduling, and contractor oversight
  • Demonstrated ability to interpret engineering drawings, technical specifications, and regulatory documents
  • Excellent written and verbal communication skills, including technical reporting and presentations
  • Strong analytical and problem-solving abilities with attention to detail
  • Ability to manage multiple projects and priorities in a fast-paced environment
  • Experience with water/sewage systems and environmental compliance strongly preferred
  • Familiarity with sustainability practices, infrastructure resilience, and risk mitigation strategies
