Job Summary:

The Director of Case Planning and Youth Services oversees the Enhanced Family Foster Care (EFFC) program, providing leadership to Case Planning Units and ensuring compliance, quality practice, and positive permanency outcomes for children and families. The Director supervises Unit Supervisors and works collaboratively with agency leadership and stakeholders to achieve program goals.

Duties & Responsibilities:

Provide strategic leadership, administrative oversight, and operational management of Foster Care Case Planning services to ensure quality practice, regulatory compliance, and positive outcomes for children and families. Directly supervise, coach, support, and evaluate Unit Supervisors to promote accountability, professional growth, and high-quality case practice. Ensure all assigned units meet or exceed ACS, OCFS, and agency performance standards related to safety, permanency and well-being, Monitor and evaluate program performance through data analysis, quality assurance reviews, utilization management, and outcome tracking, implementing corrective action plans as needed. Ensure compliance with ACS, OCFS, Family Court, and agency requirements, including case planning, permanency hearings, FASPs, home visits, safety assessments, documentation standards, and CONNECTIONS requirements. Provide leadership and consultation on high-risk, complex, and escalated cases involving safety concerns, placement instability, AWOL youth, and permanency barriers. Oversee intake management and caseload distribution to ensure equitable assignments consistent with EFFC model requirements and staffing standards. Collaborate with Legal, Home Finding, Clinical, Educational, Medical, and Youth Services teams to promote placement stability, timely permanency, and positive outcomes. Facilitate compliance reviews, permanency reviews, leadership meetings, and multidisciplinary case conferences to ensure quality service delivery. Review program trends, identify barriers to permanency and compliance, and develop strategies to improve outcomes and operational effectiveness. Ensure timely preparation and submission of required agency, ACS, OCFS, and management reports. Participate in after-hours management coverage and agency cell phone rotation as assigned. Perform other duties as assigned by the AVP of Educational and Supportive Services.

Education & Experience

Master's degree in social work (MSW) or equivalent degree in psychology, sociology or the relevant behavioral science required. LMSW Preferred. Two years of Supervisory/Management experience working in foster care required. Three years of direct practice experience working in foster care is required.

In-depth knowledge of child welfare practices, permanency planning, and family engagement principles. Ability to appropriately interact with others and complete assignments in a manner sensitive to the service population's cultural and socioeconomic characteristics. Ability to work independently and interface positively with staff, contractors, the agency's legal consultants and other service providers. Able to work flexible hours including evenings and scheduled weekends as needed. Ability to develop and maintain connections with community-based programs that can provide services to children/families during and after discharge. Self-motivated team player who is positive, friendly and outgoing with a sense of humor. Ability to work under pressure and respond to unforeseen circumstances. Excellent communication and problem-solving abilities. Strong understanding of ACS, OCFS, regulations, policies, and procedures. Ability to make sound decisions in high-pressure or time-sensitive situations. Ability to lead change initiatives and implement corrective actions successfully. Ability to interact with and complete assignments in a manner sensitive to the service population's cultural and socioeconomic characteristics. Ability to work independently and interface positively with contractors, the agency's legal consultants and other service providers. Able to work flexible hours including evenings and scheduled weekends as needed. Good working knowledge of Microsoft Office Suite, Connections, is required.

Physical Requirements:

Primarily office-based work, with regular use of computers, phones, and other standard office equipment. Frequent interaction with staff, external partners, and oversight agencies, including meetings and site visits. Ability to manage multiple priorities in a fast-paced environment. May require occasional extended hours to address urgent matters or attend evening meetings. Ability to sit or stand for extended periods, communicate effectively, and perform standard office tasks. May be required to lift up to 25 pounds. Required to commute to other agency locations as needed.
