Job Title: Director of Business Development, Federal Government

Employment Type: Full-Time. This position requires a Permanent Resident or a U.S. citizen.

Location: Rockville, MD preferred; Washington, DC metro area strongly preferred, with travel to customer and partner sites as needed.

About the Role

ExpediteInfoTech is seeking a strategic and results-driven Director of Business Development, Federal Government, to spearhead our growth across U.S. Federal Civilian and Defense agencies.

As a key leader in our growth organization, you will be responsible for identifying, qualifying, and shaping high-value opportunities that align with our core technical strengths: Cloud & Application Modernization, Cybersecurity (Zero Trust), AI/ML, Data Analytics, and Enterprise Platforms. This is a high-impact role requiring a blend of deep market intelligence, disciplined capture execution, and a robust network of federal agency and industry partner relationships.

Key Responsibilities
  • Strategic Growth: Build and execute a comprehensive federal growth strategy focusing on differentiated capabilities like DevOps, RPA (Appian, UiPath), ERP modernization, and IT staff augmentation.
  • Pipeline Management: Develop and maintain a qualified pipeline across RFIs, RFPs, IDIQs, GWACs, GSA Schedule task orders, and strategic subcontracts with large primes.
  • Market Intelligence: Identify agency priorities and funding signals to build opportunities early-well before RFP release.
  • Relationship Leadership: Establish and deepen executive-level relationships with CIOs, CTOs, Program Directors, and Contracting Officers (CO/CORs) across the federal landscape.
  • Full-Lifecycle Capture: Lead account planning, competitive assessments, win-theme development, and teaming strategies.
  • Cross-Functional Collaboration: Partner with proposal, solution architecture, and pricing teams to deliver winning bids, including support for Orals and technical demos.
  • Ecosystem Expansion: Manage strategic partnerships with OEMs, Hyperscalers (AWS, Azure, GCP), and System Integrators to enhance market access.

Required Qualifications
  • Experience: 10+ years of proven success in Business Development or Capture Management within the Federal Government market.
  • Track Record: Demonstrated ability to build a multi-million dollar pipeline and secure wins in federal IT services and digital transformation.
  • Domain Expertise: Strong understanding of various contract types (T&M, FFP, CPAF), and federal procurement vehicles (OTA, GWAC, etc.).
  • Communication: Exceptional briefing skills with the ability to translate complex mission needs into compelling solution strategies.
  • Education: Bachelor's degree in Business, IT, Engineering, or a related field.

Preferred Qualifications
  • Technical Sales: Experience selling Cloud migration, Emerging Technologies (AI, RPA, etc.), Cybersecurity, ERP (SAP/Oracle) solutions.

Performance Expectations (First 3 Months)
  • Establish measurable account plans and relationship maps for priority agencies.
  • Advance a prioritized pursuit funnel through disciplined stage-gate milestones.
  • Increase brand visibility through consistent industry engagement events and strategic outreach.
