In this role will focus on identifying, shaping, pursuing, and winning new business opportunities that support mission-critical customer needs in areas such as defense systems, federal civilian solutions, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) and (C5ISR) explicitly integrates active cyber protection to defend network integrity in modern, satellite communications, mission systems, readiness, and advanced training environments.

This position is ideal for a seasoned growth professional with deep experience in federal contracting, business development, capture management, customer engagement, and competitive pursuit strategy. The Director will work closely with operations, solutions, pricing, contracts, proposal, and executive leadership teams to develop disciplined capture strategies, strengthen customer relationships, and position Serco for long-term growth.
In This Role, You Will:
  • Lead business development and capture activities for strategic defense and federal opportunities aligned to company growth priorities.
  • Develop, qualify, and manage a robust pipeline of new business opportunities across assigned markets and customer accounts.
  • Shape capture strategies, win themes, customer engagement plans, competitive assessments, and pursuit timelines.
  • Build and maintain trusted relationships with the Department of Defense, federal civilian, industry, and partner stakeholders.
  • Lead or support capture efforts for complex, competitive federal procurements, including large-scale and strategic bids.
  • Partner with operations, solutions, pricing, contracts, finance, proposal, and executive teams to develop compliant, compelling, and competitive solutions.
  • Conduct market research, customer analysis, and competitive intelligence to identify new opportunities, adjacencies, and growth areas.
  • Support bid and no-bid decisions, gate reviews, investment planning, and business acquisition processes.
  • Develop account plans, capture plans, call plans, opportunity briefs, and executive-level updates.
  • Support proposal strategy, color team reviews, pricing strategy, teaming strategy, and customer messaging.
  • Identify and cultivate strategic partnerships, industry relationships, and teaming arrangements to strengthen the pursuit of positioning.
  • Provide leadership across matrixed teams to ensure alignment between customer requirements, solution development, operational capabilities, and business goals.

  • Proven ability to build relationships with government customers, industry partners, internal stakeholders, and executive leaders.
  • Strong understanding of disciplined pipeline management, opportunity qualification, gate reviews, and investment prioritization.
  • Experience working collaboratively with cross-functional teams, including operations, solutions, pricing, contracts, finance, and proposal organizations.

  • Experience with Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) (C5ISR) explicitly integrates active cyber protection to defend network integrity in modern, satellite communications (SATCOM), electronic warfare (EW), signals intelligence (SIGINT), mission planning, readiness systems, or live, virtual, and constructive (LVC) training environments.
  • Experience leading or supporting large-scale captures, including opportunities valued at $100M or more.
  • Experience supporting strategic pursuits with U.S. Department of Defense, including the Navy, Army, Air Force, Marine Corps, Coast Guard, Defense Logistics Agency, and Combatant Commands, as well as the Intelligence Community and North American Aerospace Defense Command (NORAD).
  • Experience with federal civilian growth opportunities and market expansion strategies.
  • Experience developing or improving business acquisition processes, capturing governance, pipeline reviews, and gated decision-making frameworks.
  • Demonstrated ability to identify new markets, adjacencies, and customer mission needs.
  • Experience with executive-level customer engagement, legislative priorities, industry partnerships, and long-range growth planning.
  • Prior profit and loss (P&L), program management, or operational leadership experience.
  • Experience developing, mentoring, or leading business development, capture, proposal, or growth teams.
