Summary

This position is part of the Defense Nuclear Facilities Safety Board.

The incumbent will be responsible for all financial management programs and related operations to establish more effective general and financial management practices; improve the system of accounting, financial management and internal controls; and provide to produce complete, reliable, timely and consistent financial information for the use by management, the Office of Management and Budget (OMB), and Congress.

Duties

Help

Performs a variety of top level accounting and financial management functions, such as:

  • Formulating and communicating a variety of major financial management policies, practices, techniques, and procedures that guide financial work throughout the agency:
  • Identifying formal agency-level policies and procedures in need of revision, developing and recommending proposed changes, and analyzing the impact of these changes;
  • Participating in decision-making sessions with agency management officials, and advising program managers on regulatory requirements, financial policies, the interpretation of data, and the importance of accounting data to program operations and improvements;
  • Planning, developing, and coordinating financial management improvements necessary to comply with OMB directives and legislation; e.g., the CFO Act, the Federal Managers Financial Integrity Act, and the Government Performance and Results Act (GPRA);
  • Coordinating the resolution of accounting system problems arising from such factors as changes in legislation and the needs of DNFSB managers.


Oversees the preparation for and the conduct and completion of the annual financial statement audit. Prepares the annual financial statements and footnotes, ensures timely and accurate reporting pursuant to Congressional and OMB mandates, and related laws, rules, and regulations; responds to requests from the Inspector General auditors.

Develops, implements, updates, and maintains a system of internal financial controls that provides reasonable assurance that financial resources are safeguarded from unauthorized use or disposal; transactions are executed in accordance with authorizations, applicable laws, and regulations; policies are adhered to, and financial and statistical records and reports are reliable and carries out all OMB reporting requirements.

Qualifications

At the GS-15 level, you must meet the following qualification: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-14) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience for this position defined as: Applied financial management laws, represented the organization to resolve complex issues through the use of OMB guidelines; Authoritatively managed all aspects of a financial service program through independent monitoring and auditing of activities to ensure appropriateness and accuracy with accounting procedures/controls; Established and maintained internal financial controls and the reporting requirements for filing financial statements/annual reports; AND Developed innovative procedures/new problem-solving techniques to resolve problems relating to contractor projects/ payments and served as a technical expert to assess program quality/recommended process improvements.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Education

Education cannot be substituted for specialized experience at this series/grade level.

Telework Suitability:

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
