THIS IS A NON-CIVIL SERVICE POSITIONSalary Range:$78,588.00 - $125,740.00 AnnuallyStarting Pay:$78,588.00 AnnuallyJob SummaryThe Circuit Court for Baltimore City is seeking a Director for the Juvenile Section of its Medical Services Division. This position requires an expert psychiatrist or psychologist with a focus on children and families who will conduct comprehensive clinical forensic evaluations for the Circuit Court's Juvenile and Family Divisions and manage the administrative operations of the Juvenile Section.
Essential FunctionsThe Director, a licensed medical doctor specializing in Psychiatry with a subspecialty in Child & Adolescent Psychiatry, or a licensed Child Psychologist, will perform the following essential functions:
- Forensic Evaluations: Conduct court-ordered forensic psychiatric/psychological evaluations, including matters related to child custody, juvenile competency, child in need of assistance (CINA), termination of parental rights, and similar issues.
- Education and Training: Provide training for Child and Adolescent Psychiatry Fellows and Forensic Psychiatry Fellows from the University of Maryland.
- Expert Testimony: Provide expert testimony in court as required.
- Administrative Oversight: Manage administrative duties, including supervising the Juvenile Coordinator, and meeting with the Juvenile Court Judiciary and attorneys to contribute to policy development.
- Judicial Education: Organize and conduct educational conferences for the Judiciary as needed.
Minimum QualificationsEducation: M.D. or D.O. degree from an accredited college or university with specialization in both Psychiatry and Child and Adolescent Psychiatry, or a Ph.D./Psy.D. licensed psychologist with specialized child training is REQUIRED.
Licensure: Active and current licensure in good standing with the Maryland Department of Health as a physician or psychologist is REQUIRED.
Knowledge Base: In-depth knowledge of childhood mental illness, associated medical problems, medications used for psychiatric and medical conditions, capacity to parent factors, domestic violence, child abuse/neglect, child/adult development, and the impact of divorce/separation on children/adults.
ANDExperience: In-depth knowledge of forensic psychiatry/psychology and experience conducting forensic evaluations. Ability to produce objective reports and communicate findings to the court in a timely manner. Excellent organizational, writing, and verbal communication skills. The ability to function effectively both independently and as a member of an interdisciplinary team.

Knowledge, Skills, and AbilitiesAbility to work the full-time standard Court work schedule of 8:00 am to 5:00 pm (Monday through Friday) with flexibility to accommodate any necessary early or late activities.
- Maintain a regular, punctual, and reliable level of attendance.
- Ability to set priorities, simultaneously process multiple tasks, and maintain a professional demeanor when interacting with court personnel and the public at all times.
- Ability to utilize the Odyssey Case Management System.
- Ability to make decisions based on established policies and procedures, experience, and good judgment.
- Ability to develop and maintain collaborative and professional working relationships with court personnel and the public
- Ability to work independently and have a high level of interpersonal skills to handle sensitive and confidential situations
- Ability to communicate effectively, orally, and in writing and exercise a high degree of judgment, tact, diplomacy, and competence in dealing with judges, attorneys, court personnel, and the public. Excellent telephone manners and experience dealing with the public while maintaining a calm disposition.
