Overview & ResponsibilitiesThe principal reason for this position is to build and lead Ebara Elliott Energy's global service desk, infrastructure operations (spanning APAC, EMEA, and the Americas), and enterprise architecture functions as a single, integrated organization. The general function of the job involves owning these operations end-to-end, beginning with the establishment of foundational operating disciplines such as formal change, incident,
and problem management, disaster recovery and business continuity planning, proactive system administration, and comprehensive help desk service levels.
The position is designed to accomplish a strategic modernization of EEE's IT environment by developing robust data center and cloud strategies, securing core network infrastructure, retiring legacy systems, and strengthening IT financial management and telecom practices. Furthermore, the position functions as a key business enabler, tasked with designing a scalable, variable-cost global staffing model and partner ecosystem, while collaborating tightly with peer functions like Cyber Security and Finance to ensure secure infrastructure hygiene and disciplined IT budgeting.
BACKGROUND and EXPERIENCE- Bachelor's degree in Information Systems, Computer Science, Engineering, or a related field.
- 15+ years of progressive IT infrastructure and operations leadership, ideally within a global manufacturing or industrial environment.
- Preferred Experience: Master's degree, ITIL Foundation certification, technical certifications (networking, systems administration, cloud, or security), and direct experience leading a function's transition to a managed-service delivery model.
Technical Know-how & Skills:
- Proven capability to redesign location-based support into a global, • tiered service desk with defined SLAs and KPIs.
- Extensive background in developing and executing data center and cloud strategies, including vendor selection and workload mapping.
- Hands-on experience operationalizing ITIL-aligned change, incident, and problem management practices.
- Demonstrated success in modernizing legacy networks, implementing network segmentation, and building full technology lifecycle management programs.
- Strong financial acumen for ITFM/TBM cost mapping, zero-based budgeting, and telecom expense management (TEM).
- Familiarity with cyber security hygiene, disaster recovery planning, and supporting enterprise manufacturing systems (ERP/MES).
- Exceptional executive presence with the ability to translate technical investments into business language for C-suite and parent company audiences.
SPECIFIC JOB RESPONSIBILITIES/COMPETENCIES- Foundational Operations: Lead the foundational build-out of ITIL-aligned change, incident, and problem management practices across the enterprise.
- Service Desk Leadership: Direct the Global Service Desk and regional Infrastructure Operations teams to elevate service levels and optimize IT spend.
- Cloud & Modernization Strategy: Design and execute comprehensive data center, cloud, and network modernization strategies, including legacy system retirement.
- Cyber Security Partnership: Partner with the Cyber security function to ensure network segmentation, vulnerability management, and security hygiene are integrated into all infrastructure decisions.
- Business Continuity: Establish and test disaster recovery and business continuity plans for all infrastructure and end-user services.
- Financial Discipline: Manage IT financial disciplines alongside Finance, including Run/Protect/Innovate budget categorization, portfolio consolidation, and telecom expense management.
- Vendor & Ecosystem Management: Build and govern a flexible global staffing model and partner ecosystem utilizing onshore, near shore, and offshore resources.
- Executive Communication: Translate complex technical initiatives into clear, well supported business cases for executive and parent company audiences.
CONTACT WITH OTHERSInternally, this role requires regular contact with IT peers, the CFO, Procurement, Cybersecurity, and business-unit leadership across EEE's global locations. The Director also partners closely with Ebara Corporation counterparts in Japan to align global infrastructure standards as a shared Group asset. Externally, the position involves extensive interaction with managed-service providers, telecom carriers, cloud vendors, and advisory firms to negotiate and guide services. Travel is required domestically up to 30%, with periodic international travel to EMEA and APAC regions.
SUPERVISIONThis is a supervisory role with responsibilities for the Senior Manager of Infrastructure Operations, Manager of the Global Service Desk, and IT Architects with direct responsibility for recommendations for hiring, discipline, discharge, performance appraisal and salary increase planning. At launch, the position holds direct and indirect supervision of approximately 28 total headcounts spanning the Americas, EMEA, and
APAC regions. The role is also responsible for building and overseeing a flexible, variable-cost partner ecosystem of external staff.
