General
The Director, Infrastructure Delivery reports to the Chief Officer, CalMod, and is responsible for all infrastructure delivery of Caltrain Modernization Program for the PCJPB (Caltrain).

Essential Functions & Duties

  • Direct, oversee, and have ultimate responsibility for delivery of all infrastructure related projects for Caltrain Modernization Program, including direct management of Caltrain staff and consultants involved in design, construction, utilities, real estate, local jurisdiction agencies, third parties and close out to achieve the mission of the CalMod.
  • Responsible for the Integrated Project Delivery Team (IPDT) for CalMod projects including the Portal Project (DTX). Manage delivery of all infrastructure from planning, design, procurement, construction and testing which include technical contract management, change order control, budget and schedule management, value engineering and construction management.
  • Perform as the Liaison between Caltrain Portal Delivery team and Rail Capital Projects to address Portal infrastructure interfaces and integration issues.
  • Participate in all procurement efforts associated with all infrastructure work including 4th King Yard, 4th &Townsend Station, Portal Tunnel, Utilities relocation. Manage Caltrain technical subject experts for review of RFPs and proposal evaluations.
  • Responsible for coordinating among TJPA/Caltrain joint delivery team, Portal IPDT contractors, Rail Planning, Rail Engineering, Rail operations & maintenance for delivery of the Portal.
  • Support Blended system technical working group and blended system implementation
  • Supervise staff. Hire, mentor and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties:
  • Provide directions to the IPDT staff, consultants and contractors and maintain technical specifications for consultants and contractors.
  • Synchronize CalMod project delivery with other rail capital project implementation with Rail capital delivery departments and divisions.
  • Manage and address project construction track access, Site-Specific Work Plan (SSWP), 25kV isolation for infrastructure construction.
  • Support Project Director on delivery strategy, program master schedule development and project progress reporting for regulatory agencies and all stakeholders.
  • Responsible for third parties' coordination, permitting, third party agreements in support of Portal delivery.
  • Provide daily directions and guidance to technical leads, subject experts, office engineers, field engineers and construction management staff and inspectors.
  • Perform all job duties and responsibilities in a safe manner to protect one's self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
  • Perform other duties as assigned.

Minimum Qualifications
Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
  • Bachelor's degree in transportation, planning, engineering, construction management or related field.
  • Seven (7) years of full-time professional experience working on capital projects (electrified rail projects experience preferred), land use planning, and/or related activities.
  • Three (3) years management experience

Preferred Qualifications:
  • California Professional Engineering License and/or PMP certification are desirable.
  • A valid California Drivers' license is required and a safe driving record.
  • Five or more years of experience with electrification, integration, and implementation.
  • Experience with environmental clearance and permitting requirements.
  • Exceptional business acumen
