The Indoor Environments Division (IED) provides national level leadership in how to provide clean indoor air for every American and to improve and protect the health of Americans in homes, schools, places of worship, buildings, and workplaces. IED synthesizes and translates the best available science into indoor air quality (IAQ) guidance and efficiency for the public, industry, federal, state, and tribal communities. IED also provides technical assistance and outreach to these stakeholders, raises awareness of IAQ and related issues in buildings, and promotes risk-reducing, cost-effective action. IED serves as a catalyst for action by guiding indoor air research on schools, homes and buildings; providing effective technical assistance and tools for residence and building owners, particularly during emergencies with potential for causing significant indoor air impacts, such as wildfires, hurricanes, flooding, etc. IED uses innovative and creative outreach approaches, and builds cooperative public/private partnerships. IED pursues programmatic goals by establishing and prioritizing quantitative public health targets for indoor air contaminants, using state-of-the-art scientific and policy analysis; providing tools to track and measure performance of buildings, as well as developing and implementing an action plan that can leverage legal, economic, and institutional factors to support and encourage improvements in indoor air quality and related building improvements for all Americans. The Division coordinates with Regional offices on all the above functions.
Specific duties of this position may include, but are not limited to:
- Planning, developing, and implementing the technical program policies and objectives of the Division.
- Preparing and coordinating the Division's budget requests and revisions, ensuring accurate resource allocation for the Division.
- Identifying, implementing, and evaluating the Division's goals, objectives, programs, policies, and procedures as well as the effectiveness, efficiency, and productivity of the Division.
- Performing the full range of supervisory human resource tasks for the Division.
- Ensuring that extramural resources, both procurement (contracts) and assistance (grants, cooperative agreements and/or interagency agreements) are appropriately managed to maximize use of the Agency's resources.
- Overseeing the development, assessment, and improvement of management control systems in order to safeguard programs and achieve results while adhering to the Federal Managers Financial Integrity Act.

Qualifications
The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.
All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.
As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

ECQ 4 - LEADING PEOPLE. Involves demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and hold individuals accountable.
ECQ 5 - ACHIEVING RESULTS. Involves demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

TQ 1 - Demonstrated experience providing technical assistance and guidance to the public, industry, government, and/or tribal leadership that promotes action to improve indoor air quality which is scientifically and economically supported.
