Job Summary

The Site Director of Human Resources is a key member of the site leadership team within a dynamic Contract Development and Manufacturing Organization (CDMO) environment. This role is responsible for developing and executing people strategies that support operational excellence, regulatory compliance, and high employee engagement. As a strategic partner and hands-on leader, the HR Site Director will ensure the site attracts, retains, and develops top talent while supporting the organization's mission to deliver high-quality products and services to pharmaceutical clients.

Essential Functions

  • Partner with site leadership to develop and execute HR strategies that support business objectives in a regulated, client-focused manufacturing environment.
  • Lead all aspects of HR at the site, including employee relations, talent acquisition, onboarding, organizational development, workforce planning, training, and performance management.
  • Act as a Bora cultural ambassador for The Bora Way, fostering a high-performance, quality-first, and compliance-driven workplace.
  • Drive site-level organizational change and continuous improvement initiatives, supporting agility and responsiveness to customer and business needs.
  • Collaborate with corporate HR and global Centers of Excellence (COEs) to roll out company-wide programs and ensure consistency in practices.
  • Ensure full compliance with all applicable local, state, federal, and industry-specific employment regulations, including cGMP, OSHA, FDA, and EHS standards.
  • Develop and lead HR metrics reporting and workforce analytics to guide decision-making and monitor key talent indicators.
  • Lead, coach, and develop the site HR team, building capabilities for scalable growth.
  • Manage site HR budget

Minimum Education, Experience and Skills
  • Bachelor's degree in Human Resources, Business, or related field
  • Master's degree or MBA preferred.
  • 8-10+ years of progressive HR experience with at least 5 years in a manufacturing or CDMO/pharmaceutical/biotech setting.
  • Proven leadership experience in a site HR role, ideally in a regulated or GMP environment.
  • SHRM-SCP, SPHR, or related certification preferred.

Skills & Competencies:
  • Strong understanding of cGMP, regulatory compliance, and quality systems from an HR perspective.
  • Demonstrated ability to lead through influence in a matrixed and fast-paced environment.
  • Experience supporting operational scale-up, workforce planning, and change management initiatives.
  • Deep knowledge of labor law and employee relations
  • Excellent interpersonal, communication, and conflict-resolution skills.
  • Analytical and metrics-driven with experience in HRIS and workforce reporting tools.


Salary Range: 162,000-225,000
