Position: Director, Grants Management and International Finance

Salary Range: $125,000-$145,000 USD

Role or Purpose of Position

The Director, Grants Management and International Finance leads the building of the organization's grants financial management capability from the ground up and establishing financial infrastructure and controls for Vitamin Angels' international finance operations.

The position begins as a building and design role, eventually shifting into ongoing operational management as the function matures. The first period will be spent collaborating with the controller, FP&A, CFAO, Technology, Legal, and Programs to establish functions, controls, and mitigate current gaps.

Major Duties and Responsibilities

Grants Management and Restricted Funding (60%)
• Build and lead a grants management function capable of managing the full pre- and post-award cycle for restricted grants including budgeting, compliance, and reporting.
• Cultivate a shared culture of compliance by engaging all departments, ensuring colleagues understand and buy into restricted grant processes, donor regulations, and reporting requirements.
• Design and maintain the organization's cost model: cost segments, allocation methodology, and indirect cost structure in close coordination with the Senior Director of FP&A.
• Apply the cost model to price restricted proposals at full cost, with an indirect cost rate that is defensible from time and labor records.
• Own financial compliance and grant-specific audit readiness across the restricted award portfolio.
• Establish and manage sub-award and contract compliance frameworks to mitigate risk across foreign partnerships, collaborating with Legal to ensure robust compliance language and mandatory donor flow-down provisions are embedded in all agreements. Ensure that the grants management function operates at scale as the portfolio grows, effectively managing multiple concurrent restricted awards with no material compliance findings.
• Partner with the Development team to optimize proposal budgets, grant terms, and award negotiations from a strict compliance and cost-recovery standpoint (pre-award).
• Serve as the financial lead on fiscal matters and award stewardship to support the Development team in successfully managing ongoing donor relationships (post-award).
• Lead the financial and compliance components of U.S. government and other institutional funding, including proposal budgets, SAM.gov registration, Uniform Guidance compliance, indirect cost rate strategy, award setup, applicable financial reporting, audit readiness, and award closeout.

International Finance and Country Controls (30%)
• Remediate international control exposure: manage outstanding consultant advances, establish recovery and reconciliation timelines, and establish country level financial policies.
• Design country finance infrastructure. Work with Legal to determine entity structure, banking, and controls appropriate to Vitamin Angels' operating footprint and scale.
• Establish treasury management protocols to mitigate foreign exchange (FX) risk and optimize currency conversion across multi-currency institutional awards.
• Develop a scalable international finance operating model and recommend the appropriate future staffing, systems, and organizational structure as the international footprint grows.
• Partner with the Controller on consolidated financial reporting across entities and countries.

Cross-Functional and Systems (10%)
• Partner with the Controller, FP&A, Program and Technology on the design and rollout of time tracking. This is foundational to both the cost model and grant compliance.
• Serve as the accountable owner for grants management and international finance results within the organization.
• Bring financial discipline to decisions elsewhere in the organization that touch restricted funding or international operations, without owning those decisions outright.
• Perform other duties as assigned.

Level of Decision-Making

Within the bounds of VA's mission, values and policies, and sound professional practices, the Director of Grants and International Finance has the discretion to use independent judgment to make decisions of significant consequence that affect VA clients, partners, and employees.

Organizational Relationships

VA operates under a collaborative, matrix management model. The Director of Grants and International Finance establishes their own daily work priorities and ensures that all responsibilities are conducted consistent with accepted best practices, sound professional judgment and within an established schedule and budget.

Chief Financial and Administrative Officer (CFAO)

Supervises:

Individual contributor initially, building toward a small team as the grants portfolio and international footprint grows

Primary working relationships:

Controller, Senior Director of FP&A, Director of Technology, General Counsel, Chief Development Officer, Chief Programs Officer, Regional and Country Directors.

Knowledge, Skills and Abilities (Minimum, Necessary, and Desired)

Minimum:
• 15+ years in nonprofit or NGO finance, with direct experience in institutional or restricted grant management (familiarity with 2 CFR 200 or equivalent donor compliance frameworks required).
• Proven track record of managing portfolios of institutional foundation, private philanthropic, and corporate-sponsored grants.
• Experience managing or substantially maturing a grants management function, ideally from an early or informal stage.
• Experience with international or multi-country financial operations: country-level banking, entity structures, and field office financial controls.
• Working knowledge of cost allocation methodology and indirect cost rate development.
• Comfortable operating with real ambiguity and building functions from a limited starting point, in a small and still-forming finance team.
• CPA or equivalent credential preferred but not required.

Other Requirements
• Ability to lift, or carry, approximately 20-40 lbs. on a regular basis (this is a requirement for any JD that requires travel).
• Ability to remain seated and/or stationary for extended periods of time, including but not limited to prolonged air travel, and general job assignments performed at a desk.
• Must have a valid passport, necessary travel visas, government-issued identification and the ability to travel internationally
• Ability to walk in conditions which may include uneven surfaces, inclinations, stairs, extreme weather, long distances, elevation changes or extremes, and/or other conditions associated with foreign travel.
• Ability to receive necessary vaccines and medication for travel to certain countries.
