About the team and the role

As Director, Global Crisis Resources, you will lead global programs. These programs help eBay anticipate, prepare for, address, and bounce back from critical incidents, operational disruptions, and new international threats.

Reporting within Enterprise Management Resources, or EMR, this leader will establish the strategy, governance, and operating model for crisis management, intelligence, investigations, enterprise resilience, and program integration. The Director will bring these capabilities together into a coordinated, intelligence-led function that provides timely situational awareness, supports effective decision-making, and strengthens organizational preparedness!

The successful candidate will be a strategic and experienced leader who combines crisis leadership, operational rigor, prudent decision-making, and strong business insight. This individual will use intelligence, data, scenario planning, and cross-functional partnerships to help protect eBay's people, sustain business operations, and safeguard the company's reputation in an increasingly complex global environment!

What you will accomplish

Strategic Leadership and Governance
  • Define and complete the long-term vision, strategy, and operating model for Global Crisis Resources.
  • Establish governance frameworks, policies, standards, procedures, and playbooks aligned with enterprise priorities, risk tolerance, and applicable regulatory requirements.
  • Develop multi-year strategic plans, objectives and key results, performance measures, and investment roadmaps that advance crisis preparedness and enterprise resilience.
  • Translate enterprise risks and emerging global developments into actionable priorities for senior leaders and business partners.
  • Provide strategic counsel and risk-based recommendations to executive leadership regarding geopolitical developments, emerging threats, operational disruptions, and organizational resilience.
  • Establish clear roles, decision rights, blocking issue protocols, and accountability mechanisms across emergency response, information analysis, inquiry processes, and continuity programs.


Global Intelligence and Situational Awareness
  • Lead global intelligence, crisis monitoring, and operational insight functions.
  • Establish and maintain an intelligence-led approach to global risk through threat monitoring, collection, analysis, assessment, and reporting.
  • Assess geopolitical, social, environmental, regulatory, and operational developments that may affect eBay's employees, operations, markets, or reputation.
  • Ensure intelligence products are timely, relevant, objective, and tailored to the needs of executives, crisis teams, regional leaders, and business functions.
  • Develop processes for identifying indicators and warnings, advancing emerging risks, and supporting proactive business decisions.
  • Deliver executive-level intelligence briefings, strategic risk assessments, incident updates, and forward-looking analysis.
  • Maintain productive relationships with intelligence providers, government agencies, law enforcement, industry associations, and peer organizations to strengthen awareness and response capabilities.


Crisis Management and Incident Response
  • Lead the enterprise crisis management framework and coordinate the response to high-impact incidents across global operations.
  • Establish and maintain crisis governance, incident command structures, executive response protocols, and cross-functional coordination procedures.
  • Serve as a senior crisis leader during significant events, ensuring appropriate handling of blocking issues, decision-making, documentation, communications, and accountability.
  • Coordinate response activities among the legal department, personnel management, public relations, information technology, privacy, regulatory adherence, business continuity, regional leadership, and other relevant collaborators.
  • Ensure leaders receive accurate, timely, and decision-relevant information throughout an incident.
  • Develop and maintain crisis management plans, executive protocols, blocking issue matrices, communications procedures, and event-specific playbooks.
  • Support the management of incidents involving employee safety, geopolitical instability, civil unrest, natural disasters, public health emergencies, operational disruption, reputational risk, and other enterprise-level events.
  • Ensure effective transition from immediate incident response to business recovery, follow-up actions, and long-term risk mitigation.


Enterprise Resilience and Preparedness
  • Lead enterprise resilience initiatives that strengthen eBay's ability to anticipate, withstand, respond to, and recover from disruption.
  • Partner with business continuity, technology resilience, workplace, supply chain, and business leaders to coordinate preparedness and recovery planning.
  • Design and direct scenario-planning sessions, tabletop exercises, simulations, executive workshops, and other preparedness activities.
  • Develop realistic scenarios based on eBay's risk profile, operating model, geographic footprint, and emerging global conditions.
  • Assess crisis and resilience capabilities through exercises, maturity reviews, benchmarking, and performance analysis.
  • Lead post-incident reviews and after-action processes to identify lessons learned, corrective actions, and opportunities for improvement.
  • Track remediation commitments and ensure lessons learned are incorporated into plans, procedures, training, and future exercises.
  • Promote a consistent and scalable approach to crisis preparedness across regions, functions, and business units.


Investigations and Threat Assessment
  • Provide leadership and governance for global investigations and threat-assessment programs within the Global Crisis Resources portfolio.
  • Ensure investigations are conducted objectively, consistently, confidentially, and in accordance with applicable laws and company policies.
  • Oversee complex or sensitive matters involving threats, employee safety concerns, misconduct, reputational exposure, or business disruption.
  • Partner closely with Legal, Human Resources, Employee Relations, Compliance, Privacy, and other collaborators on investigative strategy, case coordination, and resolution.
  • Establish consistent investigation protocols, case-management standards, blocking issue criteria, documentation requirements, and reporting practices.
  • Support multidisciplinary threat-assessment processes and coordinated interventions involving employee or organizational risk.
  • Identify trends and systemic issues arising from investigations and recommend preventive or corrective actions.
  • Ensure investigative findings and threat assessments are translated into practical, risk-based recommendations for business leaders.


Business Partnership and Executive Engagement
  • Build trusted partnerships across Legal, Human Resources, Communications, Technology, Compliance, Privacy, Workplace, Finance, and business leadership teams.
  • Serve as a strategic advisor to senior leaders before, during, and after critical incidents.
  • Deliver concise executive briefings, decision papers, risk assessments, and recommendations during routine operations and high-pressure events.
  • Influence enterprise decision-making by connecting intelligence and crisis insights to business strategy, market activity, workforce considerations, and operational priorities.
  • Establish clear communication channels and operating relationships with regional leaders and functional response teams.
  • Foster a culture of preparedness, accountability, collaboration, sound judgment, and continuous learning.
  • Represent eBay in relevant external forums, industry working groups, and public-private partnerships.


Mergers, Acquisitions, and Strategic Growth
  • Lead crisis, intelligence, and resilience due diligence for mergers, acquisitions, strategic partnerships, market expansion, and other corporate development initiatives.
  • Provide geopolitical, operational, workforce, and reputational risk assessments to support investment and acquisition decisions.
  • Evaluate the crisis preparedness, investigative capabilities, resilience practices, and risk exposure of potential acquisition targets.
  • Develop integration plans that incorporate acquired companies into eBay's emergency response, information analysis, investigative, and resilience frameworks.
  • Partner with Corporate Development, Legal, Human Resources, Compliance, and business leaders to identify and manage transition risks.
  • Establish post-acquisition achievements, governance requirements, and performance measures to support successful integration.


Organizational Leadership
  • Lead budget planning, prioritization, vendor management, workforce planning, and organizational composition for the Global Crisis Resources division.

What you will bring

Required
  • Bachelor's degree or equivalent experience in Emergency Management, Intelligence Studies, Business Administration, Public Administration, Criminal Justice, International Relations, Political Science, Risk Management, or a related field.
  • 10+ years of progressive experience in emergency response, intelligence gathering, investigative work, business continuity, enterprise resilience, enterprise risk management, government, military, or law enforcement environments.
  • 5+ years of leadership experience managing global or enterprise-scale teams, programs, or capabilities.
  • Demonstrated experience leading multidisciplinary programs spanning crisis management, intelligence, investigations, governance, incident response, and resilience.
  • Experience leading complex global incidents, executive crisis teams, emergency response activities, or business continuity coordination.
  • Strong knowledge of geopolitical risk, threat intelligence, intelligence analysis methodologies, crisis management frameworks, and enterprise risk principles.
  • Experience developing crisis governance frameworks, incident-management protocols, playbooks, exercises, and after-action processes.
  • Experience managing sensitive investigations and multidisciplinary threat-assessment activities in partnership with Legal and Human Resources.
