DescriptionBroad Scope & FunctionThe Director of Financial Services (DFS) performs professional accounting, auditing, budgeting, risk management, record retention and security, and treasury-related functions as well as managing the Union WELL, Inc. business and commercial operations. The position is responsible for implementing and maintaining the financial operations and procedures of the University Union and The WELL in accordance with Union WELL, Inc. Board of Directors, University, and Chancellor's Office standards. It ensures that Generally Accepted Accounting Principles (GAAP), University, and organizational policy are followed and enforces policies and procedures to ensure proper internal controls are maintained regarding accounting and cash management. The position is responsible for maintaining and strengthening the fiscal health of the organization and developing creative solutions to financial challenges and issues. It is responsible for advising and making recommendations to the Executive Director, Budget & Finance Committee, Audit Committee, Board of Directors, and the Union WELL, Inc. management team on accounting and financial matters and serves as a member of the Executive Management Team. The position is responsible for the accuracy of all Union WELL, Inc. financial records, the timeliness of financial transactions, preparation of financial and tax reports, response to financial audits, and for the overall supervision of the Financial Services Department activities and staff.
Reporting RelationshipThe Director of Financial Services reports to, and receives general direction from the Executive Director, Union WELL, Inc. Reporting directly to the position is the Associate Director of Financial Services.
Salary- Full range: $7,772-$11,658 per month ($93,264-$139,896 per year)
- Anticipated hiring range: $9,300-$10,500 per month ($111,600-$126,000 per year)

This is a full-time, exempt from overtime, benefited position, covered under the California Public Employees' Retirement System. Continued employment in this position is dependent upon the mutual consent of University Enterprises, Inc. (UEI) and the employee, and either University Enterprises or the employee can, at any time, terminate the employment relationship at will, with or without cause.
Duties and Responsibilities- Plans, directs, manages, and oversees the provision of accounting and related business services by the Financial Services Department of Union WELL, Inc. Verifies and approves journal entries, purchases, expenses, and ledger entries of cash, check and credit card payments and trial balances.
- Directs the overall budget development and oversight. Monitors the progress of Union WELL, Inc. departments in meeting budgetary goals, consults with division and department managers to discuss and explain variances, and recommends adjustments to the Executive Director, as necessary.
- Assists Executive Director in long range operational financial and expansion planning for Union WELL, Inc. Monitors budgets of expansion projects for Union WELL Inc.
- Oversees the preparation of reports including monthly, quarterly, and annual financial statements, analytical reports, and tax reports. Performs annual audits and 990 tax filings. Manages and develops all financial reporting pertaining to the facility operations of Union WELL, Inc.
- Leads Budget & Finance and Audit Committee meetings. Updates committees on all pertinent financial matters, annual budget proposals, mid-year budget performance analysis, year-end financial statements, and 990 tax filings. May make financial presentations to the Union WELL, Inc. Board of Directors.
- Oversees the preparation and compilation of required documentation to ensure full compliance with internal and external audits including those by the Chancellor's Office, University, external agencies, and independent CPA firms. Works cooperatively with internal and external auditors. Conducts internal audits of Union WELL, Inc. operations, as needed.
- Works with the University and the Union WELL, Inc Executive Director and senior management staff, to facilitate and guide the implementation of all financial aspects of major capital projects, renovations, and significant purchases within the Union WELL, Inc organization.
- Conducts detailed, independent analysis across a broad range of financial, operational, and strategic considerations and presents findings and recommendations based upon the analysis.
- Manages the Property and Equipment process which includes the reconciliation of physical inventories to the general ledger and ensuring purchases are within the approved budget. and Works with the Executive Director for approval.
- Creates, implements, and maintains banking services for Union WELL, Inc., including credit cards, bank drafts etc. Oversees the corporate credit card program. Maintains and oversees relationships with financial institutions. Serves as the primary contact with commercial banking entities.
- Confers with division and department managers concerning financial and administration needs, analyzes procedures and workflows, and develops appropriate recommendations or solutions.
- Performs short and long-range financial planning.
- Administers cash flow to meet short and long-term financial requirements. Examines and translates financial information related to specific business decisions; reports on operating results, cash flow, financial forecasts, and related issues.
- Oversees the hiring, training, supervision, coaching, and evaluation of all Financial Services staff and student assistants in compliance with University Enterprises, Inc. (UEI) personnel policies and procedures.
- Oversees accounts receivable invoicing and bad debt collection, purchasing, and accounts payable check processing.
- Ensures compliance with government agency requirements, in developing and reporting financial information; ensures compliance with Generally Accepted Accounting Principles and Standards, Financial Accounting Standards Board pronouncements, Governmental Accounting Standards Board pronouncements, Government Auditing Standards, and Office of the Chancellor of the California State University. Advises and assists the Executive Director in the development and/or modification of administrative policies and procedures for conformance with external regulations and operational improvement.
- Advises management and staff and serves as the central information resource on Union WELL, Inc. financial policies and procedures. Develops new and modifies and/or interprets existing policies, procedures, and regulations concerning financial matters. Facilitates resolution of conflicts resulting from misinterpretation or misapplication of information.
- Works collaboratively with the Associated Students Inc. Director of Finance and Administration to coordinate all financial activity for Union WELL, Inc.
- Assists with the management of a strategic planning process that is receptive and responsive to student, faculty, and staff input regarding programs and services for Union WELL, Inc.
- Analyzes proposed business development opportunities for projected outcomes, profitability, consistency with established Union WELL, Inc. policies, and other financial risk considerations.
- Reviews all major contracts, grants, and agreements for conformity to Union WELL, Inc. and campus requirements.
- Performs other duties of a similar nature as requested by the Executive Director.
RequirementsMinimum Qualifications- Bachelor's degree in accounting, finance, public administration, business administration, or a related field or equivalent combination of education and professional work experience.
- Demonstrated progressively responsible work experience, in a management or supervisory position, with financial operations, accounting and auditing, fiscal planning and reporting, budgeting, research, cash management, and cash flow forecasting.
- Demonstrated progressively responsible experience managing financial information systems, such as MIP Fund Accounting.
- Demonstrated knowledge of and experience with applying generally accepted accounting principles and auditing standards.
- Demonstrated recent supervisory experience, including hiring, developing, evaluating, coaching, and disciplining staff.
- Demonstrated experience in preparing and administering large and complex budgets, directing the development of complex financial statements and reports; and preparing, reviewing, and analyzing information.
- Demonstrated skill in maintaining effective working relationships with a variety of individuals within a wide and diverse range of social and cultural backgrounds.
- Excellent verbal, written, and interpersonal communication skills. Ability to compile, prepare, write, and review reports.
- Experience working in a multi-cultural environment.
- Demonstrated ability to work in a high-pressure environment and to establish and maintain effective working relationships with a variety of staff and the surrounding community.
- Demonstrated experience using word-processing, spreadsheet, presentation, and email software such as the programs in the Microsoft Office Suite.
- Strong analytical, problem solving and project management skills.
- Must be detail oriented and possess excellent organizational skills. Ability to coordinate different tasks, set and meet deadlines, and complete projects.
- Must be fingerprinted and pass a background check. Must continue to meet the established standards.
Preferred Qualifications- Master's degree in Business Administration and/or a Certified Public Accountant certification.
- Accounting experience in higher education or with a non-profit 501(c)(3) organization.
