APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES CIVIL SERVICE TITLE, BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE. OR BE IMMEDIATELY REACHABLE ON EXAM NO. 1121.

Customized Assistance Services (CAS) helps Human Resources Administration (HRA) clients with health and/or mental health problems reach the highest attainable level of functioning and self-sufficiency by providing comprehensive, integrated, individualized clinical and support services. CAS works with other components of HRA and with other governmental and non-governmental service providers to create new programs and to integrate and refine existing services so the people it serves can achieve their maximum functional capacity. CAS provides clinical expertise, recommendations, and direction to HRA in the fields of health, mental health, substance abuse and vocational rehabilitation.

Under the direction of Assistant Deputy Commissioner of Disability Services and Business Strategy and Solutions, with wide latitude for independent initiative and judgment, the Administrative Director of Social Services NM-II is responsible for the Disability Services Program consisting of the former Disability Review Division and the Disability Appeals Unit located in 14 sites, including 13 HASA centers located citywide. The Director is responsible for the design, implementation and coordination of a collaborative review process for Federal Disability Benefits and Medicaid Aid to the Disabled for HRA's disabled clients.

Customized Assistance Services (CAS) is recruiting to hire one (1) ADSS NM-II to function as Director, Disability Services Program who will:

-Oversee and manage program operations in two regions comprised of 14 city-wide locations
to ensure efficient, high-quality delivery of eligibility determinations for disability reviews on all
potentially eligible Public Assistance applicants and recipients.

- Manage CAS' Disability Services Program, which includes administrative oversight of two regions headed by direct reports managers. Meet regularly with subordinate managers and staff
to: develop strategic plans; formulate goals and objectives; set priorities; delegate responsibilities; delineate assignments and tasks, monitor progress, and ensure satisfactory performance of
responsibilities and assignments.

- Interface and serve a primary liaison with SSA, OHA, HASA, FIA, MICSA and other divisions and government entities to inform them of the Disability Services Program's policies and procedures and service delivery coordination.

- Perform administrative managerial functions related to his/her staff including:

- Recruit, promote and reward staff in compliance with Agency directives and procedures.

- Evaluate direct reports, including making recommendations for improvement and further development and reviews and signs off on other evaluations as required.

- Ensure staff development through training and mentoring of staff.

- Comply with the Agency's employee discipline process and ensures the compliance of subordinate staff.

- Formulate and implements policies and procedures regarding the operation of the Disability Services Program, which is comprised of the former Disability Appeals Unit and the Disability
Review Division, in order to strengthen and enhance the provision of disability determinations for all potentially eligible Public Assistance applicants and recipients.

- Meet regularly with designated We CARE vendor staff to ensure a smooth collaboration with
SSA initial applications and appeals.

- Direct analytical staff in the collection and analysis of data and the preparation of reports that
will inform policy and enhance program operations.

- Participate in labor/management meetings to comply with all policies and procedures related
to the program.

Hours/Schedule: 9:00am-17:00pm (Flexible)

ADMINISTRATIVE DIRECTOR OF SOC - 1005C

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
