Hybrid Job: This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

You will be required to regularly attend public meetings on evenings and weekends to address tenant concerns with regards to relocation, revitalization, and community impacts.

The Director, Development is a senior development leader responsible for originating, structuring, entitling, and delivering complex mixed-income and mixed-use development projects across TCHC's portfolio.
This role functions as a full-cycle development lead, beginning with initial site intake and feasibility assessment, advancing land strategy and municipal coordination, structuring partnerships and financial models, securing approvals, and overseeing execution through construction and turnover.

The Director plays a dual role:
• Public developer by advancing TCHC's mandate to replace RGI housing, deliver affordable housing, and build complete communities.
• Commercially disciplined development lead by operating with the rigor of a private-sector Development Director, with accountability for pro formas, schedules, risk mitigation, and deal execution.

The Director is responsible for maximizing the long-term value of TCHC's land assets while managing political, financial, community, and reputational risk.

What you'll do

Site Origination, Intake & Land Strategy
  • Lead structured intake and evaluation of new development sites, including City-led sites, CreateTO parcels, underutilized TCHC assets, and partnership opportunities.
  • Conduct high-level feasibility analysis: density potential, policy alignment, servicing constraints, tenant impact, replacement strategy, and financial viability.
  • Coordinate early-stage discussions with City Real Estate Services, Housing Secretariat, Housing Development Office, CreateTO, Development Review and Planning to define development parameters, land tenure, and transaction structure.
  • Identify optimal development strategy (TCHC-led, JV, phased redevelopment, modular, mixed-income, etc.).
  • Lead early pro forma modelling to test scenarios and determine go/no-go recommendations.
  • Advance land deals including long-term leases, air rights, land swaps, phased land releases, or partnership structures.
  • Prepare site strategy memoranda/report for Executive Leadership Team and Board consideration
  • This function ensures that projects enter the pipeline with strategic clarity, financial grounding, and municipal alignment.

Municipal Approvals & Entitlement Leadership
  • Lead rezoning, Official Plan Amendment, Minor Variance, and Site Plan Approval processes.
  • Direct multi-disciplinary consultant teams (planning, architecture, engineering, traffic, environmental, etc.).
  • Serve as primary development lead in negotiations with Planning, Urban Design, Housing Secretariat, and other City divisions.
  • Coordinate political interface where required, in collaboration with Corporate Affairs and Executive leadership.
  • Proactively manage risk associated with community consultation, tenant engagement, and media visibility.
  • Identify "win-win" planning solutions that protect TCHC objectives while advancing municipal priorities.
  • The Director must operate with a strong understanding of Toronto's planning framework, Community Benefits dynamics, development charges, and affordable housing policy tools.


Deal Structuring, Financial Leadership & Capital Strategy
  • Own and continuously manage the project pro forma (in partnership with the Development Finance team) as a live decision-making tool.
  • Lead financial structuring including equity strategy, BCH/CMHC programs, City funding contributions, cross-subsidization models, and private capital participation.
    Structure and negotiate joint ventures, development management agreements, and partnership frameworks.
  • Present capital allocation recommendations to senior leadership and Board committees.
  • Manage project cash flows, funding milestones, and draw approvals.
  • Identify and mitigate financial exposure, cost escalation risk, and schedule impacts.
  • The Director must manage projects as business plans, not simply construction initiatives.


Development Execution & Delivery Oversight
  • Oversee development from concept through construction completion and turnover.
  • Provide strategic oversight to Development Managers and Construction Managers.
  • Develop scope of work definition and negotiation of consultant contracts
  • Monitor schedule, procurement strategy, risk registers, and milestone achievement.
  • Ensure alignment between development strategy and operations/asset management objectives.
  • Maintain accountability for overall project performance (cost, schedule, scope, quality).
  • Lead resolution of high-risk or politically sensitive issues.
  • Regular reporting to TCHC's Executive Leadership Team/Building Investment, Finance and Audit Committee and Board of Directors


City Real Estate & Inter-Agency Coordination
  • Act as primary liaison with City Real Estate Services on land tenure, transactions, and agreements.
  • Coordinate with Housing Secretariat and Housing Development Office on funding alignment, affordability requirements, and reporting obligations.
  • Collaborate with CreateTO where land ownership and structuring requires cross-agency coordination.
  • Navigate intergovernmental alignment (City, Province, Federal) for funding and approvals.
  • Support negotiations involving land value, lease structures, air rights, and public asset optimization.
  • This role requires strong background operating in complex public real estate environments.


Stakeholder/Partnership Management
  • Build and maintain strategic relationships with private developers, consultants, lenders, brokers, and institutional partners.
  • Represent TCHC in industry forums and municipal working groups.
  • Balance public mandate with commercial execution.
    Act as senior point of contact for joint venture or development partners.


Team Leadership & Performance Management
  • Lead, mentor, and develop Development and Construction Managers and Associates.
  • Establish performance benchmarks for financial, schedule, and approval milestones.
  • Foster a disciplined, execution-oriented development culture.
  • Support recruitment and succession planning.

What you'll need
  • University Degree in Planning, Architecture, Engineering, Business Administration or a related degree
  • Minimum 8 years' experience in land use planning and development; real estate financial analysis; private, public and/or non-profit process related to affordable rental and market housing development
  • Registered professional accreditation in Real Estate, Architecture, Urban Planning is an asset
