This position is located in the Navy Exchange Service Command (NEXCOM), an Echelon III command within the Naval Supply Systems Command (NAVSUP) Enterprise.
The incumbent serves as NEXCOM's Director/Chief Executive Officer and exercises full responsibility for the strategic direction, management, and oversight of the worldwide NEXCOM Enterprise. This includes providing executive leadership for Navy Exchange retail and services, the NEXCOM Hospitality Group, the Ship's Store Program, the Uniform Program Management Office, the Navy Clothing and Textile Research Facility, and the Telecommunications Program Office.
The incumbent directs a geographically dispersed workforce of approximately 13,000 associates operating on 100+ naval bases worldwide, including locations in 13 foreign countries, and is responsible for aligning NEXCOM's strategy and operations with NAVSUP, Department of the Navy, Department of War, and Chief of Naval Operations priorities.
The CEO also oversees significant non-appropriated and appropriated fund resources, capital investments, employee benefit assets, and funds generated to support Navy quality-of-life programs. NEXCOM generates more than $3 billion in annual revenue, and the CEO is accountable for the operational performance, financial integrity, modernization, and long-term sustainability of the enterprise.

Job Summary: The incumbent serves as the Director/Chief Executive Officer (CEO) of the Navy Exchange Service Command (NEXCOM). The NEXCOM CEO exercises complete responsibility for the strategic direction, management, fiduciary, and technical control of all NEXCOM Programs, which consist of Navy Exchanges (NEXs), NEXCOM Hospitality Group (NHG) Lodging, Ship's Stores, Navy Uniform Program, Navy Clothing and Textile Research Facility, and Navy Personal Telecommunications Program Office. The Programs managed by NEXCOM represent a major non-pay element of DoW's total compensation system. They are major quality-of-life benefits for DoW active duty and retired military, dependents, DoW civilians, and other authorized patrons. The mission of the Navy Exchange Service Command is to provide quality goods and services at a savings and to support Navy Quality of Life Programs. Responsibilities are global in scope. It involves the management and operation of a world-wide system of 100+ retail and hospitality complexes consisting of: 250+ retail stores; over 1000 service outlets; over 600 contracted and direct run food service outlets; 96 uniform shops, 141 Ships Stores afloat and ashore; 115 Micro Markets; 95 Navy Lodges and Navy Inns with over 17,000 beds; and other support facilities, employing approximately 13,000 U.S. citizen, local national employees and military personnel with over $3 billion in annual revenues. NEXCOM also provides direct fleet support, managing uniform inventory and reclaim operations at Navy Recruit Training Command, providing housing rental payment services for the AUKUS initiative, and responding to Fleet and Regional Commander requests in crisis and contingency operations.
Duties and Responsibilities:
- Through subordinate Command senior executives (5 of whom are at the NF6 grade level) and 2 senior military personnel (06/05 level), and in close coordination with senior Navy and DoN/DoW leadership, the NEXCOM CEO is accountable for programmatic direction, oversight, and successful delivery of all NEXCOM non-appropriated and appropriated fund programs worldwide, which encompass annual revenues of about $3 billion. Responsible for optimizing business processes and institutionalizing performance standards throughout the Command to improve operating plans and standards and ensure optimum efficiency. Incorporate innovative and evolving concepts and trends into the Command's business practices.
- Establish system-wide policies and strategic direction that are aligned with higher echelon strategic objectives and priorities. Serves as the proponent for the strategic corporate mission and serves as NEXCOM's primary representative to many key groups that have an interest in NEXCOM's six business lines, including the Congress, military chain of command including Secretary of War, Secretary of Navy, Chief of Naval Operations, Naval Supply Systems Command, external organizations, corporate business officials, and representatives of public organizations.
- Manages changes in policymaking and program planning and provides command and control over NEXCOM's organization. Ensures strong corporate internal controls that safeguard assets, support accurate financial reporting, and maintain compliance with regulatory standards, directly contributing to achieving clean financial audits and fostering a culture of transparency and accountability.
- Exercises fiduciary responsibility for non-appropriated fund investments of approximately $2 billion, pension plan assets of over $1.8 billion, and employee 401(k) plan assets of over $520M. Oversees development and execution of appropriated fund requirements of approximately $120M in support of NAF and Uniform R&D programs.
- Establishes annual NEX program operating budgets and profit forecasts to be used in the development of Morale, Welfare and Recreation (MWR) profit distribution plans.
- Establishes annual and long-range NEX capital investment programs for Navy MWR/NEX Board of Directors approval.
- Establishes annual program operating budgets and annual and long-range capital investment programs for NEXCOM Hospitality Group.
- As a DON NAF Component Head, formulate, coordinate, interpret, and appraise civilian personnel policies and procedures and exercise general supervision over the entire Human Resources Program. Plan, develop, review, and establish policies to achieve an optimum Human Resources Program for NEXCOM and field activities.
- Exercise centralized control over the hiring, career development, promotion, placement, training, and performance appraisal of all managers throughout NEXCOM Enterprise. Develop training programs for all elements and levels of the Enterprise to ensure effective mission accomplishment.
- Procure equipment, merchandise, services, and supplies; develop and monitor purchasing policies and procedures.
- Possesses inherent procurement authority using NAF. Establishes and promulgates uniform policies, procedures, and instructions for the procurement of goods, services (including concessions and other revenue-generating services), construction, and resale items.
- Develop merchandising techniques and operational controls. Conduct quality tests and evaluations to improve merchandise offerings and operational techniques.
- Manage and establish operating policies and procedures for the Ships Stores Program, administer Ships Store Profits, Navy (SSPN) General Fund (GF); provide and maintain adequate reserves for Navy Exchange and NEXCOM Hospitality Group facilities; provide for insurance and Fidelity bonds; replacement of major equipment, standard forms and other benefits for the Navy Exchange and NEXCOM Hospitality Group Programs.

CONTROLS OVER POSITION
The NEXCOM CEO reports to the Commander, Naval Supply Systems Command (COMNAVSUPSYSCOM). NEXCOM strategic objectives are developed to align and support strategies developed by DoW, SECNAV, CNO, and COMNAVSUPSYSCOM. The CEO reports to and is accountable to the MWR/NEX Board of Directors, which provides strategic direction for NEX and MWR programs, sets financial goals and objectives, determines profit-sharing formulas, and conducts periodic reviews of operating results. The CEO uses exceptional initiative and ingenuity to direct NEXCOM operations. Performance is evaluated in terms of results achieved and effectiveness in accomplishment of the mission. The CEO provides annual reports to the DASW (MC&FP) and testifies at Congressional proceedings as called.
Must be a U.S. citizen able to obtain and maintain a Top Secret security clearance.
The incumbent of this position is required to file a Standard Form 278 annually - Executive Branch Personnel Public Financial Disclosure Report.

Basic requirements for entry into this NF-06 (non-appropriated fund) position (SES equivalent) include the following: Applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive-level managerial capability and directly related to the skills and abilities outlined under Technical and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the NF-05 level, Military O6 level or above (preferred), GS-15 grade level in the civil service, or equivalent Senior Executive positions with federal, state, or local government, the private sector, or non-governmental organizations. A four-year bachelor's degree in a relevant field or a combination of college education and experience may be used in determining basic qualification requirements.
Prior military service at the O-6 level or above is preferred.
TECHNICAL QUALIFICATIONS (TQs):
1. Enterprise Leadership and Strategic Management
Demonstrated senior-level leadership experience directing senior managers and managing diverse programs within a large, complex, geographically dispersed, and multi-functional organization, including enterprise support functions; increasing efficiency; and developing and implementing corporate-wide policies and strategic direction to advance mission objectives and business performance.
2. Business Operations
Demonstrated experience overseeing senior leaders responsible for core business operations, including organizational controls, operating budgets, profit forecasting, capital planning, contracting, vendor performance, and fiduciary oversight in a retail, services or governmental environment. Experienced in guiding retail and hospitality divisions, with accountability for store operations, merchandising, retail services, and civilian human resources policies and procedures.
3. Strategic Relationships and External Engagement
Demonstrated experience building and maintaining effective working relationships with individuals and organizations, including Federal, state, and local agencies; members of Congress; the military and MWR community; media; industry; and professional organizations, regarding management and operational policies and practices.
