Opportunity

Key Responsibilities

  • Lead the identification and qualification of opportunities at the top of the opportunity funnel, while mentoring, managing, and developing Business Development team members to support growth objectives.
  • Develop comprehensive capture plans, formulate winning capture strategies, and secure the resources required to successfully execute each capture effort.
  • Coordinate and deliver high-quality proposals that support deal wins by clearly articulating the proposed solution and highlighting competitive advantages over alternative offerings.
  • Manage and support the full proposal development lifecycle, including planning, organizing, strategy development, scheduling, compliance oversight, writing coordination, status reporting, proposal reviews, improvement recommendations, production support, and all activities required to compete for and win contract awards.
  • Lead the development of internal teaming strategies and capabilities gap analyses, along with competitive assessments, discriminators, key win themes, price-to-win analyses, and overall win strategies.
  • Conduct and facilitate color reviews as part of the Business Development lifecycle to ensure proposal quality and competitiveness.
  • Schedule and lead business case reviews, go/no-go decisions, road-map reviews, and other required meetings with senior management to support proposal submissions.
  • Draft and write assigned sections of proposals, ensuring clarity, compliance, and alignment with the overall win strategy.
  • Lead, review, and train proposal writers to ensure consistent quality, messaging, and compliance across submissions.
  • Develop proposal frameworks for Market Surveys, RFIs, RFQs, and RFPs, ensuring all requirements are addressed through compliance matrices and conducting final compliance reviews.
  • Collaborate with Contracts, Pricing, and Program teams to determine resource requirements and ensure alignment across proposal and execution planning.


Qualifications

Required Qualifications
  • Bachelors degree
  • 10+ years of experience in Business Development roles
  • Experience managing Business Development lifecycle starting with relationship building with existing and new customers
  • Shipley proposal process experience
  • Experience in Information Technology professional services sales lifecycle to the federal government
  • Experience in a wide variety of GWACS including GSA Schedules and IDIQs with federal agencies
  • Experience in Deltek CRM and data analytics


Preferred Qualifications
  • Systems engineering and technical assistance experience
  • RS3, SITE III, IMCS IV, Seaport, and GSA MAS experience
  • Strong experience with Microsoft Suite of tools including SharePoint, Word, Excel and PowerPoint
