POSITION SUMMARY:

Utilize datasets from various platforms such as asset management programs, facility condition assessments, Capital Project Status Report, Hyperion Financial System, Buses Fleet Plan, MTA Data Lake, and Spear to be able to provide actionable input regarding the Buses 5-year Capital Plan and 20-year Needs Assessment. Create documentation and content that supports Buses priority capital needs.

RESPONSIBILITIES:
  • Utilize data from numerous internal MTA sources to formulate recommendations regarding Buses Capital Program Prioritization.
  • Employ multiple datasets as needed to build reports and visualizations that illustrate progress in Capital Programs along with the needs and priorities of the Department of Buses.
  • Utilize information from C&D, Facilities, CMO Office and Bus Technology to develop program synergies that improve our utilization of capital resources.
  • Perform analysis of operating data to ensure that our capital needs address the gaps in our performance due to state of good repair.
  • Liaise with C&D regarding the status of project prioritization, procurements, and delivery.
  • Work with internal stakeholders to utilize data and information to achieve alignment of internal goals and priorities.
  • Facilitate the progress of project documentation and approvals for Baselines, PRDCs, Beneficial Use and Final Acceptance as merited.
  • Partner with operating groups to develop operating budget impacts and generate well documented D4s, and TA and EFA Labor Estimates.
  • Utilize data from our financial systems to develop accurate cost estimates. Review scopes of work for completeness and accuracy.
  • Handle WAR certificate generation and capital accounting processes as needed.
  • Facilitate internal communication between all operational stakeholder divisions to ensure appropriate and efficient deployment of capital resources.
  • Partner with CMO Office that we utilize data to develop the most effective fleet deployment plans that ensure safe, reliable and cost-effective service delivery.
  • Work with CMO Office and Bus Technology to effectively communicate our priority maintenance and technology needs that can be supported by the capital plan.
  • Performs other duties as assigned
  • Complies with all policies and standards
  • May be required to work hours outside regular work hours, as applicable
  • Observes the work performed by contractors, as applicable
  • Reviews invoices and approves them if the work has contractual standards, as applicable
  • Addresses performance issues with the contractor when possible
  • Escalates issues to other parties when needed, as applicable


EDUCATION AND EXPERIENCE:
  • Bachelor's Degree in Arts/Sciences (BA/BS) Urban Planning, Finance and Accounting, Data Science, Computer Science, Business related field, Engineering, Transportatin, or a satisfactory equivalent.
  • Minimum 8 years 8 years of total experience required
  • Minimum 4 years 4 Years of supervisory experience required


DESIRED SKILLS:
  • MS Office Suite, Asset Management Software, knowledge of finance and budgeting practices, Hyperion FInancial System, Capital Project Status Report
