Job Description

Position Summary

As a member of the Office of the Chief Data Officer, you will have the opportunity to make a significant impact on the agency's records management and information governance efforts. You will work with divisions throughout the organization to establish and maintain effective records management practices and provide consultation, technical guidance, training, and support concerning the creation, maintenance, retention, protection, preservation, and disposition of agency records. As the agency's designated Records Management Officer pursuant to Texas Government Code Section 441.184, you will assist the agency in fulfilling its statutory records management responsibilities and serve as the agency's primary resource and authority on records lifecycle management.

Performs advanced to highly advanced (seniorlevel) consultative services and technical assistance work involving the planning, development, implementation, and administration of the agency's records management program.

Work involves maintaining the agency's records inventory and records retention schedule; developing policies and procedures; providing consultation and training; monitoring compliance; approving and documenting the lawful disposition of records; identifying and protecting confidential and vital records; and coordinating the preservation of records with archival or historical value. Coordinates records management requirements with the agency's data governance, information security, privacy, legal, and compliance practices. Works under the direction of the Data Officer Deputy Chief Data Officer with minimal supervision and extensive latitude for the use of initiative and independent judgment.
  • Administers and continuously improves the agency's records management program in accordance with Texas Government Code Chapter 441, applicable requirements, and approved agency policies. Establishes program priorities and maintains documentation of program activities, controls, decisions, and compliance efforts.
  • Conducts or oversees an agencywide records inventory, including the identification of confidential and vital records. Conducts an annual review and maintenance of the agency's records retention schedule and coordinates amendments and recertification with the Texas State Library and Archives Commission as required.
  • Ensures agency records are maintained, retained, protected, and disposed of in accordance with the approved records retention schedule and applicable requirements. Reviews and approves requests for lawful records disposition, maintains disposition documentation, and coordinates the identification and preservation of records with archival or historical value.
  • Develops, implements, and evaluates agency policies and procedures governing the organization, classification, retention, storage, retrieval, preservation, protection, access, and disposition of records, including electronic records and digital recordkeeping practices; support the configuration, implementation, and administration of enterprise electronic records management and information governance systems.
  • Disseminates information and provides consultation, technical guidance, training, and change management support to agency personnel regarding records management laws, policies, procedures, retention requirements, vital records, and records lifecycle management practices.
  • Coordinates with data management, information security, privacy, legal, compliance, and operational personnel to integrate records management requirements with information governance and data protection practices. Supports audits, investigations, litigation holds, public information requests, and compliance reviews involving agency records.
  • Monitors agencywide compliance with records management requirements, conducts periodic program reviews, identifies risks and deficiencies, and recommends corrective actions and program improvements. Represents the agency at Texas State Library and Archives Commission meetings, the Records Management Interagency Coordinating Council, the State Agency Coordinating Committee, Records and Information Management, and other records management activities as applicable or assigned.
  • Performs other workrelated duties as assigned.


Minimum Qualifications

Education
  • Graduation from an accredited fouryear college or university with major coursework in information management, public administration, business administration, library science, archival administration, information governance, or a related field.
  • Experience in records management, archives administration, information governance, or a related field may be substituted for education on a yearforyear basis (A high school diploma or equivalent is required).
Experience and Training Required
  • Minimum of five (5) years¿ experience in program administration, information governance, regulatory compliance, public administration, or a related field.
  • Minimum of three (3) years¿ recent experience in records management, including maintaining records inventories and retention schedules, coordinating records disposition, developing policies and procedures, monitoring compliance, providing consultation or training, and supporting the implementation or administration of electronic records management or information governance systems.


Preferred Qualifications

Experience and Training Preferred
  • Minimum of one (1) years experience with a records management tool (such as Microsoft Purview or similar) to automate records management functions including the creation of labels, policies, and disposition approval.


Knowledge/Skills/Abilities

  • Knowledge of records management principles and records lifecycle management practices; Texas Government Code Chapter 441; Texas State Library and Archives Commission rules, standards, and guidance; state records management requirements; records retention schedules; and records disposition requirements.
  • Knowledge of electronic records management systems, digital recordkeeping practices, and methods for organizing, classifying, storing, retrieving, preserving, protecting, and disposing of records.
  • Knowledge of confidential and vital records identification, protection, preservation, recovery, and continuity practices.
  • Knowledge of archival review, preservation, and transfer requirements for records with archival or historical value.
  • Knowledge of the relationships among records management, data governance, information security, privacy, legal compliance, public information, litigation holds, and information lifecycle management.
  • Knowledge of local, state, and federal laws related to the program area; public administration techniques; training and marketing techniques; and program management processes and techniques.
  • Skill in analyzing records, recordkeeping systems, business processes, and program activities and identifying opportunities to improve records management practices and controls.
  • Skill in developing, implementing, evaluating, and interpreting records management policies, procedures, standards, retention schedules, guidance, and training materials.
  • Skill in administering program activities, monitoring compliance, identifying risks, evaluating alternatives, and recommending effective solutions.
  • Skill in translating legal, policy, and operational records management requirements into system configurations, retention rules, labels, workflows, controls, and supporting documentation.
  • Skill in supporting the configuration, implementation, testing, administration, and continuous improvement of enterprise records management and information governance systems.
  • Skill in reviewing and approving records disposition requests and maintaining complete and accurate documentation of disposition actions.
  • Skill in identifying measures or indicators of program performance and in the use of a computer and applicable software.
  • Strong written and verbal communication skills, including the ability to explain records management requirements to executives, managers, technical personnel, and agency staff.
  • Ability to administer a comprehensive agencywide records management program and apply records management statutes, rules, requirements, policies, and standards to agency operations.
  • Ability to coordinate records management activities across organizational units and collaborate with data management, information security, privacy, legal, compliance, and operational personnel.
  • Ability to provide consultation, technical guidance, and training and to lead, assign, and prioritize the work of others.
  • Ability to lead organizational change, communicate new requirements and processes, promote user adoption, and provide training and support related to records management technologies.
  • Ability to prepare reports, compliance findings, recommendations, program documentation, and communications clearly and concisely.
