Job Description

This position manages large to mega size complex projects. It is primarily engaged in management activities that establish the allocation and utilization of the department resources and personnel. This position is strategic in nature and responsible for achieving contractual obligations, client satisfaction, personnel safety and financial viability on multiple Global Fluor projects worldwide.
• Implement and sustain reliability centered turnover, pre-commissioning, commissioning, preservation, maintenance processes and systems including: reliability, plant, and operations, maintenance, engineering, planning and scheduling, materials management, and change management
• Provide functional leadership and work with the appropriate business groups to create a consistent implementation of pre-commissioning, commissioning and start up strategies, practices, and processes
• Participate in bid/no bid and proposal/estimate reviews, with specific focus on pre-commissioning, , commissioning, testing and hand-over execution issues, field staffing requirements, cost estimates, project schedules, and project risk issues
• Perform reviews of active Fluor projects to ensure that project performance is in accordance with plan
• As required, participate in, conduct client, supplier, partner, and/or subcontractor meetings to assist in strategies to win projects or resolving issues
• Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback
• Other duties as assigned

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and twenty (20) years of work-related experience or a or a combination of education and directly related experience equal to twenty-four (24) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

Other Job Requirements
• Utilize insight and experience to provide recommendations on strategy, best practices and other operational issues
• Collaborate with Fluor functional leaders to implement continuous improvement initiatives consistently across offices and projects
• Understand the current capabilities of automation tools and ensure that they are being utilized to the full benefit of the department and project
• Support sales efforts by assisting in sales presentations, estimates and proposals including negotiating commercial terms
• Develop and execute the appropriate section of the project procedures manual for the project assigned
• Maintain a safe work environment by administering a proactive environmental, health and safety program oriented towards pre-commissioning, commissioning, operation and maintenance, and start up activities and zero accidents
• Improve personal technical, commercial, and organizational knowledge and skills as required, participate in client, supplier, partner, and/or subcontractor meetings to assist in strategies to win projects or resolving issues
• Align and incorporate new team members through coaching and/or other orientation practices
• Work jointly with Fluor organizations, manage needs, performance appraisals, salary administration, training, and professional development of commissioning and start up resources, ensuring that every employee has annual written performance feed-back
• Fulfill contract and Operating System Requirement (OSR)/Operating System Implementation Plan (OSIP) requirement by ensuring that the duties and responsibilities of the project contract are clearly defined, documented and followed by the Fluor team
• Develop and adhere to site business plan by monitoring budgets, performance and utilization, and provides periodic reporting for the respective site

Preferred Qualifications
• Fifteen (15) years of commissioning/start up management experience and ten (10) years of experience managing large to mega size complex, pre-commissioning, commissioning, testing, operations and start up projects
• Demonstrated willingness and ability to travel on a short notice both internationally and domestically for short and long term assignments
• Demonstrated leadership skills necessary to achieve business and project results
• Ability to develop and implement a detailed and integrated startup process and plan
• Ability to develop, implement and manage proposals, budgets and business plans
• Twelve (12) years of experience in discipline operations and/or commissioning and start up
• Experienced in Lump Sum Turnkey (LSTK), Program Management Consultant (PMC), Engineering & Procurement (EP), Engineering, Procurement, Fabrication, and Construction/Construction Management (EPFC/CM), Engineering, Procurement, Construction & Commissioning (EPCC), Construction Management (CM) , Front End Loading (FEL), Front End Engineering & Design (FEED), pre-commissioning, commissioning, training, start up, etc., type project for strategic planning, implementation and execution
• Experience in project business risk management framework (BRMF) reviews and follow up for mitigation planning and execution
• Client side and international assignment experience
• Ability to build effective relationships with client, project management, engineering, procurement, construction, and vendor personnel
• Proficient in Microsoft (MS) Office suite of software programs, knowledge management portals and communities, Lotus Notes, Primavera and MS Project scheduling programs
• Ability to speak/read multiple languages

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate's qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $166,500.00 - $309,500.00
