Job Summary

Direct and manage field operations for the major capital track maintenance programs on the Mid-Atlantic, New York, and New England Divisions.

Essential Functions

  • Participate in the planning, schedule development and implementation of the annual and long-term programs for capital track maintenance projects.
  • Manage a roughly $100M annual capital track production program and oversee the completion of the program within the scope, schedule and budget, as well as in compliance with Amtrak and FRA policies, standards, and procedures.
  • Communicate Amtrak's corporate vision and goals; oversee the implementation of corporate, departmental, and federal safety rules, policies, and procedures; and maintain accountability for the safety performance of all subordinate employees.
  • Provide leadership to managers and the workforce to promote safe work practices and improve the overall safety culture.
  • Direct the workforce planning for gang size and equipment requirements for the safe and efficient operation of the production units.
  • Integrate other construction and division projects to ensure effective implementation and efficient track usage to reduce train delays.

  • Bachelor's Degree or equivalent combination of education, training and/or relevant experience.

Knowledge, Skills, and Abilities

  • Extensive knowledge of railroad production work and procedures, track construction, and track maintenance methods
  • Demonstrated technical knowledge and understanding of track standards, practices, policies, railroad operations and corporate divisional operating process and procedures related to CETC/PSCC
  • Proficiency in PC-based spreadsheets (Microsoft Excel, Access); Microsoft Word, and PowerPoint
  • Proven ability to manage teams
  • Qualified or have the ability to be qualified in MW1000, NORAC, RWP, AMT 2, applicable FRA rules and regulations
  • Skilled in Project Management, Microsoft Office, WEE, and PC programs
  • Excellent oral and written communication skills to interact and deal effectively with individuals and groups with diverse technical and nontechnical backgrounds, and for all levels of management
  • Adept at maintaining a teamwork environment with all peers as well as the engineering department's internal customers
  • Ability to manage the development and implementation of assigned department goals, objectives, policies and priorities
  • Skilled in labor union collaborations

The salary/hourly range is $179,300.00 - $232,416.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
