Job Summary

Direct and manage production coordination between CapD and major capital for long term planning and internal force account work for Mid-Atlantic, New York, and New England divisions.

Essential Functions

  • Direct and oversee the planning, development, and execution of annual and capital state of good repair (SOGR) and major capital support across assigned divisions, ensuring alignment with organizational priorities and operational requirements.
  • Support the delivery of the production portfolio (C&S, Structures, & Track), ensuring projects are completed safely, on schedule, within budget, and in compliance with applicable company policies, standards, and regulatory requirements.
  • Lead and promote a strong safety culture by communicating organizational goals, enforcing safety policies and procedures, and maintaining accountability for the safety performance of managers, employees, and contractors.
  • Oversee requested workforce allocation for major capital construction projects, equipment, and resource planning activities to ensure the safe, efficient, and effective execution of production operations across multiple work locations.
  • Collaborate with engineering, operations, and construction stakeholders to integrate capital projects, optimize track access, maximize resource utilization, and minimize impacts to train operations and service reliability.
  • Direct the C&S shop and long term production procurement packages.
  • Other duties as required or assigned.


Minimum Qualifications

  • Bachelor's Degree or equivalent combination of education, training and/or relevant experience.
  • Plus 11 years of relevant work experience.
  • Qualified or have the ability to be qualified in NORAC, RWP, AMT 2
  • Ability to be qualified in MW1000 AMT 23, AMT 27, applicable FRA rules & regulations.

Knowledge, Skills, and Abilities

  • Extensive knowledge of railroad production operations, track construction and maintenance practices, railroad operating environments, and applicable FRA, NORAC, MW1000, RWP, AMT 2, and related regulatory requirements.
  • Demonstrated ability to lead and direct large-scale capital maintenance and production programs, including workforce planning, resource allocation, budget management, project execution, and continuous improvement initiatives.
  • Strong leadership, team management, and labor relations skills, with the ability to develop high-performing teams, foster collaboration, and effectively partner with represented employees and labor organizations.
  • Advanced analytical, organizational, and technical skills, including proficiency in Microsoft Office applications and project management tools used to monitor performance, track program delivery, and support operational decision-making.
  • Excellent verbal and written communication skills, with the ability to influence stakeholders, build effective relationships across functions, and communicate complex technical and operational information to diverse audiences and all levels of management.


Environmental Conditions/Physical Demands

The salary/hourly range is $179,300.00 - $232,416.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
