Full Job Description
The Director of Construction and Development is responsible for the oversight and implementation of the capital construction programs. Under the guidance of executive leadership this critical role will be responsible for managing the operations of the complex development projects, from project inception to completion, according to the established policies and objectives. Projects will range over a multitude of areas including, but not limited to, gaming, retail, commercial, municipal, civil, and hospitality. This role will have responsibility for establishing relationships with business leaders across the organization, understanding key business drivers and partnering with other stakeholders to formulate financial and operational needs analysis in both short- and long-term construction-based plans. The Director has responsibility for managing the staff of project management professionals and is accountable for overall construction project portfolio and project health.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Responsible for the development and execution of large and/or complex construction projects, including new construction, major remodel, or renovation, through all phases of strategy, feasibility, design, permitting and construction.

2. Manage day-to-day construction management activities of assigned projects to ensure timely completion, meeting or exceeding financial expectations, and providing highest quality product to end users with minimal disruption to the casino, reservation, and administrative buildings.

3. Lead teams, both internal and external, of project managers, consultants, general contractors, and stakeholders, to ensure that all projects are designed and constructed in accordance with the approved scope, schedule, budget, and all applicable building, safety and Tribal codes and regulations.

4. Develop relationships and build partnerships with senior management and business leaders across the enterprise. Communicates with executive leadership teams of construction activities, results and developments that could have an impact on objectives and activities of other departments.

5. Lead the development of agreed upon scope document with business leaders and stakeholders. This will include creating an executive summary of scope, schedule, and development schedule to be used for socialization and project approval.

6. Responsible for the construction bidding and contracting process. Signer on construction contracts, ensuring the bid documents and contract encompass complete scope coverage.

7. Responsible for project financial health. Manage within budgetary and operational objectives of the project. Tracks hard and soft cost expenditures against project budgets and contracts. Responsible for accurately forecasting project costs to be used for strategic decision making.

8. Key executive to develop and lead department's strategic vision. Serve as primary communication conduit to direct reports and other staff.

9. Develop project management standards, practices, and procedures and consistently enforce accountability with team.

10. Performs other duties as assigned to support the efficient operation of the department.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • Bachelor's Degree in Construction Management, Engineering, Architecture or related field required.
  • Minimum of ten (10) years of experience in Architecture, Engineering, Construction and/or Construction Management overseeing large, diverse and iconic hospitality, entertainment and mixed-use developments.
  • Minimum eight (8) years vendor management and/or supervisory experience required.
  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.


KNOWLEDGE, SKILLS AND ABILITIES (KSA)

  • Proficiency with reading blueprints, plans, specs, contracts, purchase orders, change orders, etc.
  • Organized and able to effectively manage multiple, diverse tasks and adhere to tight deadlines.
  • Must be culturally competent and effective in a multi-cultural environment.
  • Effective at presenting information and responding to questions and/or concerns from management, staff, customers, public groups, regulatory agencies, and/or executive leadership.
  • Strong leadership and people management skills required with good motivational and collaboration emphasis; communicates change effectively, overcomes resistance and builds commitment.
  • Experience with organizational transformation, including the development and implementation of effective operating models in large-scale, complex organizations.
  • Must be personable and professional, capable of using caution and discretion in communication
  • Must be proficient in Microsoft Excel, Word, Project, Bluebeam (or similar), PowerPoint, and SharePoint


LICENSES, CERTIFICATIONS AND REGISTRATIONS

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
  • Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver's license with an acceptable driving record as determined by the insurance carrier is required.


PHYSICAL REQUIREMENTS/ WORKING CONDITIONS - ENVIRONMENT

  • Primary work environment is in a climate-controlled office setting.
  • Work requires travel to visit jobsites, attend meetings, trade shows, and conferences.
  • Incumbents may be required to work evening, weekend and holiday shifts.
  • Must be able to work in a fast-paced, high-demand environment.
  • Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.
  • Sedentary work: involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.
  • Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone.
  • Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone.
  • Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.
  • Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties.
  • Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.
  • The employee may be exposed to fumes or airborne particles including secondhand smoke.
