Everforth ECS is seeking a Deputy Program Manager-Portfolio Solutions to work in a hybrid schedule in our Arlington, VA office.

Everforth ECS is seeking a Portfolio Solutions Leader to support CISA in driving integrated mission solutions, capability maturity, and future-state modernization across CISA mission areas. This role serves as the connective layer between customer delivery, capability leadership, technical strategy, and innovation to identify reusable solutions, mature capability roadmaps, and improve cross-functional integration across the portfolio.

This position is one oftwo Deputy Portfolio Program Manager roles supporting the overall program. The Portfolio SolutionsLeader will work across multiple mission spaces to connect operational needs, surface dependencies, solve cross-capability challenges, and translate mission requirements into scalable, repeatable solutions. This role will also lead the development and management of the program R&D pipeline, ensuring that modernization opportunities and innovation initiatives are captured, matured, and aligned to future customer growth opportunities.

This is a strategic and operational leadership role requiring strong systems thinking, technical translation ability, cross-functional integration experience, and the ability to influence senior subject matter experts across complex federal mission environments.

Role & Responsibilities
  • Support the execution and day-to-day management of a large federal cybersecurity and IT services portfolio consisting of multiple projects, stakeholders, and delivery teams.
  • Serve as one of two Deputy Portfolio Program Managers responsible for oversight and execution of designated mission areas within the broader program portfolio.
  • Lead cross-capability integration across the customer's portfolio to identify shared mission needs, dependencies, and reusable solution opportunities
  • Partner with Capability Leads to support development, alignment, and maturation of capability roadmaps across mission areas
  • Identify and solve cross-capability operational challenges where delivery, technical, and mission needs intersect
  • Lead and manage the program R&D pipeline by identifying, prioritizing, and maturing innovation opportunities, modernization efforts, and reusable mission capabilities
  • Work closely with the programmatic Technology Leader to shape future-state solutioning, scalable service models, and growth opportunities aligned to customer mission needs
  • Partner with Delivery Leads to identify recurring customer pain points, operational gaps, and scalable solution opportunities
  • Drive the development of reusable service models, operational patterns, governance structures, and integrated solution frameworks
  • Manage and lead the Capability Enablement Team (Project Manager, Business Analyst, Technical Writer, Communications Lead)
  • Support operational visibility across mission spaces to reduce silos, improve integration, and strengthen program scalability
  • Facilitate strategic planning for emerging customer priorities, federal cyber directives, and future mission growth opportunities
