Full Job Description
ECS is seeking an Application Project Manager to support a law enforcement IT services program in Quantico VA, including leading and overseeing our growing IT Operations team.

This program supports a user community of forensic examiners, laboratory technicians, and support staff as they utilize applications and enterprise network services maintained by ECS. Our application team consists of system administration and quality staff charged with maintaining operational continuity of a mission critical sensitive law enforcement enterprise network and forensic case management application. The ideal candidate will be a fast learner, able to effectively engage resources, and work across teams to decompose complex problems into workable solutions. An aptitude for learning, process maturation, and effective communicating at all levels of the organization are a must.

Core Responsibilities include:
  • Provide day-to-day operational leadership for teams supporting mission-essential forensic applications systems.
  • Serve as the primary operations interface with government stakeholders, including regular reporting on SLA/KPI adherence, risk identification, and service performance.
  • Manage incident, problem, and change management processes in alignment with IT Service Management (ITSM) best practices.
  • Ensure application ticket ownership across the service desk and operations teams, from intake through resolution and customer communication.
  • Develop and execute workforce staffing plans, shift schedules, and succession planning to maintain continuous 24/7/365 support to mission driven events.
  • Apply Lean principles to optimize workflows, increase responsiveness, and drive operational improvements on the Operations team as well as across the program.
  • Lead or support operational readiness activities, including monitoring, patch management, COOP/DR (continuity of operations/disaster recovery) exercises, and performance tuning.
  • Partner with engineering/development teams to coordinate deployments, upgrades, and troubleshooting in production environments.
  • Support the Program Manager and Technical Lead in identifying and implementing process and technology improvements.
  • Support the Program Manager and Technical Lead with contract management, deliverable submission, and other administrative responsibilities.
  • Interact with the federal government, team members, and other contractors to gather and prioritize requirements, lead cross-functional resources to achieve on-time delivery, and manage and mitigate risks for operational processes as well as special projects.

Salary Range: $150,000 - $170,000
