Summary

The Deputy Executive Director (DED) HR Operations Office (HROO)is organizationally assigned to the Workforce Management and Consulting (WMC) Office in the Veterans Health Administration (VHA). This position reports to the Executive Director (ED) of HROO. Workforce Management and Consulting (WMC) is a diverse and dynamic office that administers a human capital management program for those who serve America's Veterans.

The Deputy Executive Director, HR Operations is organizationally assigned to the Workforce Management and Consulting (WMC) Office in the Veterans Health Administration (VHA). The responsibilities include, but not limited to:

  • The position involves directing the daily operations of the office and temporarily taking on the responsibilities of the ED, HROO in their absence. It includes providing executive leadership for recruitment and staffing initiatives across the VHA, offering strategic guidance to senior management, and developing programs that align with organizational goals. The role requires collaboration with VHA and various government agencies, advising on complex human resources issues, and implementing creative solutions to challenges in human resources and organizational design. Additionally, this position focuses on workforce development strategies to enhance service delivery to Veterans, while ensuring resource acquisition aligns with fiscal constraints and promoting a culture of continuous learning to attract and retain talent in the healthcare sector.
  • The work environment for the Deputy Executive Director (DED), Human Resource Operations Office (HROO) is dynamic and collaborative, situated within the Workforce Management and Consulting (WMC) Office of the Veterans Health Administration (VHA). The office promotes a culture of inclusivity and innovation, allowing for robust interactions with a diverse team dedicated to enhancing workforce practices for those serving America's Veterans. The DED, HROO will engage in strategic discussions, policy formulation, and operational management alongside the Executive Director (ED), HROO and other key leadership, fostering an atmosphere of shared responsibility and leadership. The office is equipped with the necessary resources to support comprehensive human capital planning, training, and development initiatives, ensuring a highly skilled and motivated workforce is maintained to fulfill the Agency's mission effectively.
  • WMC provides leadership for workforce management functions in areas such as executive recruitment, performance, employee/labor relations, recruitment, classification, training and career development, and retention of a diverse, highly skilled, motivated, and effective workforce capable of accomplishing the Agency's mission.
  • The incumbent provides executive leadership to VHA senior managers and healthcare network and medical center directors in the areas of human resources, recruitment, staffing, onboarding, classification, position management, employee suitability, security, processing, records management, employee relations, labor relations and employee benefits.
  • The incumbent is part of the WMC Executive Leadership team and directs in setting VA and VHA workforce development strategy for health care delivery programs and initiatives that could impact the achievement of organizational goals relevant to the health care delivery services and access to care provided to Veterans across the nation.
  • Serves as a principal advisor to VHA, and VA components, on human resources initiatives, healthcare infrastructures, healthcare administrative procedures, and occupational policies covered under Title 5 and Title 38.
  • Oversees and directs the formulation and execution of long-range, strategic plans for the management of personnel: staff management, plans and resources, and human resource policy and programs.
  • Directs the development, implementation, and changes in policies and programs as needed to better achieve VA and VHA's strategic plans in HR, mission goals and objectives.

TECHNICAL QUALIFICATIONS (TQs)

TQ1: Demonstrated executive expertise leading enterprise-wide human resources operations and strategic workforce initiatives in a large, complex organization.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.
