Job ResponsibilitiesAre you an experienced professional looking for new opportunities to further your career? This position will offer great benefits with the state, including 15 days of annual and sick leave per year or more depending on applicable state service.The Deputy Director of Budget serves as the central point of coordination for all agency activities pertaining to budgeting and accounting. This position routinely serves as the liaison between the agency and those Shared Services associated with fiscal matters and procurement. Executes day-to-day management of the agency's budget and accounting functions; in close and continuous coordination with Shared Services. Provides: (1) accurate situational awareness to the Chief Financial Officer and other agency Senior Leaders on the current and projected status of the agency's budget execution, (2) provides forecasts of future budget trends and (3) make recommendations to best align the agency's resources to its needs. Oversees the management of all grants awarded to the department from any source. Assists the Chief Financial Officer with developing the agency's budget and make recommendations accordingly. Ensure no violation of federal or state fiscal code, law, and/or policy.
Responsibilities of the Deputy Director of Budget: - Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches, counsels, and trains employees. Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork.
- Budget: Acquire, optimize, and account for fiscal resources. Executes the day-to-day management of the agency budget. Under the direction of the Chief Finance Officer, assists in the preparation of and submits the agency's annual budget request; to include any supplemental requests or adjustments. Monitors the execution of the agency's budget, provides Senior Leaders with an accurate and timely understanding of respective status of funds/ budget status, forecasts of budgetary trends and recommendations for adjustments as required. Informs Senior Leader decisions pertaining to budget allocation, fiscal obligations, and other matters pertaining to the budget. Prepares written and graphic reports on agency budget activities for both internal and external stakeholders. Develop cost estimates.
- Maintains the agency's accounting records in accordance with the standard operation procedures of Department of Administration - to include accounts receivables, et al. Oversees depositing and reconciliation of payments received from the U.S. Department of Veterans Affairs and/or other entities. As required, provides agency records for audits, investigations, etc. Ensures the agency maintains the highest level of transparency and propriety in all fiscal matters. Prepares formal and informal written and graphic reports to support reports to the Governor's Office, General Assembly, other executive branches, and external agencies.
- Supervises the agency's accounting of grants and ensures submission of required reports to external agencies on the status and forecast of grant funds. Supervises the preparation of written and graphic reports on agency grants for both internal and external audiences.
- Manage the agency's inventory. Develops, maintains, and implements a detailed inventory control system. Investigates property losses and other inventory discrepancies; reports results and recommendations to appropriate authorities.

Minimum and Additional RequirementsMinimum Requirements:- A bachelor's degree in finance, accounting, or business.
- 3 years of professional experience in related areas such as accounting, auditing, finance, and/or banking.

- Work is performed primarily in an office environment, but travel and field work will be required in areas where there are some risks and hazards that are known, predictable, and controllable.
Preferred Qualifications An advanced degree is highly preferred but not required.
