Full Job Description
Overview

The Deputy Director of the Administration and Innovation Division provides executive leadership, strategic direction, and operational oversight for DEC's Administration and Innovation Division. Working closely with the Division Director, this position helps lead Department-wide administrative operations, enterprise technology, organizational modernization, and continuous improvement initiatives that advance DEC's strategic priorities.

Building upon the responsibilities of the Innovation and Operations Director, the Deputy Director provides executive leadership for technology, digital transformation, administrative services, and organizational effectiveness while supporting Division strategy, resource planning, performance management, and cross-functional initiatives. A key responsibility is leading strategic initiatives to improve the environmental permitting experience, including development of a unified permit intake and customer entry experience, improved transparency into permit processes and status, and establishment of performance measures and KPIs to track progress, identify improvement opportunities, and support data-informed decision-making.

The Deputy Director supports the Division Director in overall Division leadership, including strategic planning, budget and resource management, workforce development, policy implementation, and organizational change. The position addresses complex personnel matters, serves as Acting Division Director as needed, supervises management and professional staff, and represents DEC in Department-, Agency-, statewide-, and federal-level administrative, technology, governance, and modernization initiatives.

A Certified Project Management Professional (PMP) or equivalent project management certification is preferred.

DEC operates in a hybrid work environment that supports both remote work and designated in-office Core Days. Telework arrangements are available based on individual approval.
