The CalSTRS Project Management Program Division is seeking a driven professional to join the Project Support Office Team as an Information Technology Specialist I.
The Project Management Program supports CalSTRS' commitment to quality and effective use of our valuable resources for the realization of CalSTRS vision, mission, strategic goals and objectives through successful project delivery and administration, management and support of CalSTRS project portfolio management system. Working in the Project Management Program provides the opportunity to work with business and information technology professionals throughout CalSTRS from project intake, assessment, prioritization and resourcing through the successful delivery and implementation of initiatives that transform CalSTRS' business. Under the direction of the Technology Services Project Management Program (PMP) Director, the Project Portfolio Coordinator serves primarily as the lead for the PMO's Priority Management Project Portfolio process from demand capture through project approval and implementation. The incumbent is expected to perform duties requiring regular innovative problem-solving within broadly stated and non-specific guidelines.
The ideal candidate will possess the following skills:
- Demonstrated knowledge and experience in IT project portfolio management, including leading project assessments, monitoring project governance and change control processes, providing oversight of multiple concurrent projects, conducting portfolio/project reviews, and facilitating/preparing reports to support decision-making.
- Ability to consult with and advise multiple levels of staff working in both technical and administrative capacities on a variety of matters related to project management and project support services.
- Strong interpersonal skills with a track record of building collaborative partnerships across internal and external stakeholders.
- Ability to evaluate situations from multiple perspectives (customers, stakeholders, vendors, best practices) in order to manage project portfolios effectively.
- Ability to effectively communicate complex information, including development of written materials and presentations, to a wide range of audiences including executive teams, or similar bodies.
- Ability to work independently with a high degree of initiative as well as work collaboratively with technical and business staff and leaders.
- Ability to manage multiple assignments, organize workload to accommodate changing priorities, and effectively manage time to independently meet time sensitive deadlines.
- Ability to identify risks and issues, develop and evaluate alternatives, and make recommendations to management for informed decisions.
- Experience maintaining a repository of processes, procedures, and practices, developing quality control standards, and performing quality assurance checks for conformity with guidelines. to promote uniform consistent practices, minimize risks, and optimize efficiency.
- Proficient in Microsoft 365 including Word, Excel, PowerPoint, Visio, Project, Teams, SharePoint Online, and Outlook (including multiple mailboxes).
Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.

Working Conditions CalSTRS offers a hybrid approach including in-office and remote work solutions based on business needs.
All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

Investment Branch employees are required to participate in the CalSTRS Personal Trading Program which allows CalSTRS to monitor employees' personal trading transactions in order to reduce risks associated with insider trading, front running, and misusing material non-public information.
