Full Job Description
Summary Statement

The incumbent reports to the Controller General and assists the Controller General in overseeing the Division's operations and functions as Controller General in the Controller General's absence. The incumbent is responsible for providing independent, non-partisan, accurate research and fiscal support services to members of the General Assembly and their staff, including drafting annual appropriations legislation. The incumbent will participate in all hearings held by the Joint Finance Committee, the Joint Committee on Capital Improvement, and other hearings in connection with contemplated budget appropriations, capital improvement programs, or supplementary appropriations. The incumbent will analyze and interpret federal, state, and local laws and policies, assess their fiscal impact on state government, and report the results to the Controller General and the General Assembly.

Essential Functions

  • Acts as non-partisan fiscal staff to the General Assembly.
  • Researches and analyzes legislation and prepares fiscal projections and fee impact statements where required.
  • Assists the Joint Finance Committee and the Capital Improvement Committee in the planning, development, and preparation of the State's annual operating, capital, and supplemental budgets.
  • Performs fiscal, data, and policy analysis and general research and drafts fiscal memos, summaries, and reports as required. Testifies before the General Assembly, legislative committees, and state agencies as necessary.
  • Advises the Controller General on budget and operational issues, including state revenue projections.
  • Directs and manages professional and administrative staff in the development and production of the State's operating, capital, and supplemental budgets.
  • Serves as analyst for assigned state agencies and/or complex operational issues as may be assigned by the Controller General in the development of the State's annual operating budget.
  • Represents the office on various committees and task forces as may be assigned by the Controller General.


Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelor's degree or higher.
  2. Five years of experience in public policy administration which includes overseeing and directing the development, implementation, and evaluation of public policies.
  3. Five years of experience in overseeing the development and implementation of budgets; analyzing strategic plans and performance measures; planning, developing, implementing, and monitoring budgetary policies and procedures.
  4. Three years of experience in developing solutions and providing recommendations, guidance, and direction to management/officials in accomplishing organizational and operational goals and objectives and identifying and resolving issues.
  5. One year of experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
