DRPM Subs is responsible for:

The acquisition ofCOLUMBIA Class Submarinesand for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the class. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

The acquisition ofVIRGINIA Class Submarinesand for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy's newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class's capabilities is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

Serco supports the US Navy as a prime for SHAPM contract supporting the acquisition of submarines and surface vessels.

The Deputy Chief of Staff serves as a seasoned advisor to executive leadership and is responsible for coordinating strategic initiatives, executive operations, organizational planning, and cross-functional execution in support of the Submarine Industrial Base. This position partners directly with senior executives to advance mission priorities that strengthen the Nation's maritime industrial base, improve operational effectiveness, and support Department of Defense and Navy modernization objectives.

The Deputy Chief of Staff provides executive-level leadership across organizational operations, strategic planning, stakeholder engagement, executive communications, facilities management, policy implementation, and special projects while ensuring alignment of organizational priorities with Navy and defense industrial base objectives. The Deputy Chief of Staff leads the planning and optimization of mission-critical operations, providing strategic insights and ensuring alignment with organizational goals.

This position operates in a fast-paced executive environment requiring exceptional judgment, organizational leadership, discretion, and the ability to manage multiple high-visibility initiatives simultaneously.

In this role, you will:
  • Serve as principal advisor to executive leadership on organizational priorities, strategic initiatives, and executive office operations.
  • Partner with the Chief of Staff to coordinate executive activities and ensure alignment of strategic objectives across multiple organizations.
  • Lead planning, coordination, and execution of executive meetings, leadership engagements, strategic reviews, and governance activities.
  • Lead and document mission requirement generation.
  • Oversee documentation and reporting activities - Prepare executive briefings, decision papers, congressional responses, white papers, strategic communications, presentations, and talking points for senior leadership.
  • Coordinate enterprise-wide initiatives involving government organizations, defense contractors, shipbuilders, suppliers, and industry stakeholders.
  • Lead cross-functional teams responsible for executing strategic initiatives supporting the Submarine Industrial Base and defense industrial base modernization.
  • Manage executive office operations, including scheduling, action item management, executive correspondence, and leadership communications.
  • Direct organizational operations, facilities management, workplace services, space planning, and continuity of operations activities.
  • Develop and implement Standard Operating Procedures (SOPs), governance processes, and organizational workflows that improve efficiency, accountability, and operational performance.
  • Develop and refine Concept of Operations (CONOPs).
  • Lead organizational change initiatives, office relocations, and operational transition efforts while ensuring uninterrupted mission support.
  • Support development of strategic plans, performance metrics, organizational assessments, and executive reporting.
  • Provide strategic operational planning and execution support.
  • Assist with budget planning, resource management, workforce planning, and organizational performance tracking.
  • Conduct in-depth program analysis and performance assessments.
  • Coordinate engagement with Department of Defense organizations, Program Executive Offices, NAVSEA, shipbuilders, suppliers, industry associations, and other government stakeholders.
  • Communication effectively with stakeholders to ensure coordination.
  • Support supply chain resilience initiatives through collaboration with government and industry partners to strengthen supplier capability and capacity.
  • Conduct risk assessment and manage mitigation strategies.
  • Identify organizational risks and develop mitigation strategies that support mission execution and long-term strategic objectives.
  • Manage multiple high-priority projects with competing deadlines while maintaining compliance with security, contractual, and organizational requirements.


To be successful in this role, you will have:
  • To obtain a DoW Secret security clearance.
  • U.S. citizenship is required.
  • Bachelor's degree in Business Administration, Public Administration, Management, Engineering, Organizational Leadership, or related discipline.
  • Minimum of 15 years of progressively responsible experience supporting Department of Defense, Navy, shipbuilding, acquisition, or defense industrial base organizations.
  • Minimum of 7 years supporting senior executive leadership, Program Executive Offices, Flag Officers, or Senior Executive Service (SES) personnel.
  • Demonstrated experience managing executive office operations and organizational initiatives.
  • Experience leading strategic planning efforts and cross-functional organizational initiatives.
  • Proven ability to work independently and in a team.
  • Experience preparing executive-level briefings, congressional responses, decision papers, and strategic communications.
  • Knowledge of Department of Defense acquisition processes, shipbuilding programs, and defense industrial base operations.
  • Experience managing complex projects involving multiple stakeholders across government and industry.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written, verbal, and interpersonal communication skills. Overall excellent communication abilities.
  • Advanced proficiency with Microsoft Office Suite, including Outlook, Teams, PowerPoint, Excel, and Word.
  • Strong technical and analytical skills.
  • To be able to travel (10%).

Preferred Qualifications
  • Experience supporting Submarine Industrial Base initiatives.
  • Experience with NAVSEA, PEO Ships, Maritime Industrial Base programs, or Navy acquisition organizations.
  • Knowledge of Supplier to Ship (S2S), Supply Chain Risk Management (SCRM), industrial base resilience, and supplier engagement.
  • Experience supporting congressional inquiries, GAO audits, acquisition reporting, or executive governance.
  • Experience with Earned Value Management (EVM), Integrated Master Schedules (IMS), defense financial management, and acquisition reporting.
  • Experience coordinating with shipbuilders, defense contractors, and Original Equipment Manufacturers.
  • Project Management Professional (PMP), Lean Six Sigma, DAWIA, or equivalent certification.
