Job Description

The Department Manager oversees all engineering and field activities for the Welding Center of Excellence (WCoE). This role requires the expertise to provide consulting and support across varying levels of complexity for welding processes used in natural gas transmission, extra-high-pressure, distribution, and steam pipeline construction. The manager supports the development and implementation of new nondestructive examination (NDE) techniques and maintains effective relationships with regulators and inspected organizations to minimize regulatory and corporate noncompliance. The manager is also required to participate in relevant industry organizations and attend industry events to stay current on best practices, emerging technologies, and regulatory developments. The manager also communicates analysis results and recommended actions to senior management.

This position does not provide employment pursuant to the terms of a STEM OPT Training Plan.

Responsibilities

Core Responsibilities
  • Provide direction and oversight on all weld NDE inspection programs/initiatives, welding specifications, welder performance, and field oversight of NDE.
  • Work with WCoE team to ensure they are developing their knowledge/skills pertaining to Non-Destructive Testing, Welding Inspection, and Welding Process.
  • Ensure compliance with all federal and state codes as well as related API and ASME requirements.
  • Join industry organizations and attend industry events to ensure best practices are incorporated into processes and procedures.
  • Evaluate and recommend changes for clarity, applicability, code compliance and field performance of company specifications and procedures.
  • Use or assist in the development of technology to identify and analyze risks, trends, and areas for improvement.
  • Identify process automation opportunities using data analytics and technology to provide efficiencies and create data transparency.
  • Oversee the Section Managers with respect to administrative functions such as time reporting, performance management, and career development.
  • Establish goals, determine human resource needs, productive targets and operating improvements.
  • Perform other related tasks and assignments as required.


Qualifications

Required Education/Experience
  • Master's Degree in Engineering, Welding Engineering, Metallurgy, Materials Science, or a related field, and 6 years full time related work experience or
  • Bachelor's Degree in Engineering, Welding Engineering, Metallurgy, Materials Science, or a related field, and 8 years full time related work experience
Preferred Education/Experience
  • Bachelor's Degree and 10 years of related work experience Experience working in customer communications, back office program management, billing and case management related field work. Experience working in the Clean Energy Marketplace
Relevant Work Experience
  • 6-8 years of experience gas construction, pipeline construction, material science, metallurgy, non-destructive examination, or welding, required.
  • 4-5 years of experience leading teams, required.
  • Possess strong proficiency in Microsoft Office, required.
  • Experience in report writing to senior officers and excellent presentation & interpersonal skills, required.
  • Familiarity with related codes such as PHMSA Part 192, NYS DPS Part 255, API 1104 and ASME B31.3, required.
  • NDE certifications including visual (CWI, ASNT Level I, II or III), preferred.
  • Experience with NDE techniques and quality assurance processes, preferred.
  • Prior experience in quality control, quality assurance, operations auditing, or related field, preferred.
  • Experience in gas industry or with pipeline projects, preferred.
  • Experience with visualization and/or Business Intelligence tools such as Excel, Tableau, Oracle BI and/or Power BI, preferred.

Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Sit or stand to use a keyboard, mouse, and computer for the duration of the workday.
  • Ability to read small print and symbols.
  • Must be able and willing to visit field sites in all types of weather and wear the associated PPE.
  • Able and willing to travel within Company service territory, as needed.
