Position Summary The Dean of Financial Services shall perform the duties of chief financial officer as specified in conformity with policies established by the Alabama Community College System Board of Trustees. These duties are accomplished both by action and by delegation. The Dean of Financial Services supervises and coordinates payroll, purchasing, accounting, budgeting, auxiliary services, business office operations, ADA facility requirements, College transportation, physical plant, and maintenance policies and procedures. The Dean of Financial Services works in cooperation with other College-wide administrators.
This position is postedin compliance with Alabama Code§ 16-22-15 . It is the intent to place a current employee in this position. Essential Duties and Responsibilities - Complies with all policies of the Alabama Community College System Board of Trustees, the Alabama Community College System, and Central Alabama Community College.
- Provides executive oversight for the business operation of the College.
- Provides financial and business assistance at the direction of the President, as needed, in coordination with other college shared service partner institutions.
- Develops, monitors, and administers all budgets for the College.
- Applies appropriate financial accounting principles and procedures incompliance with GAAP.
- Ensures institutional expenditures are fiscally sound and in compliance with laws and common accounting guidelines.
- Provides responsible personnel supervision and evaluation for the financial services and maintenance functional area.
- Assists in developing and implementing plans to secure funding from state, federal, and private sources including government and industry grants and endowments.
- Establishes and maintains strategic relationships and partnerships with external stakeholders to promote the College and its programs.
- Informs the President, in a timely manner, of all significant college financial and business operations developments.
- Coordinates the functional roles of financial services with other College-wide administrators.
- Creates and maintains appropriately documented financial management procedures and records/files to ensure compliance with ACCS policy, GAAP and to support the State of Alabama Department of Examiners annual audit process.
- Prepares statistical information for the College upon request.
- Assists Deans and Associate Deans with the formulation of annual College service budgets based upon pre-determined needs.
- Responds to inquiries from College personnel regarding budgeting, purchasing, and other relevant functions.
- Assists the President's office in preparing reports and policy statements required by the Southern Association of Colleges and Schools Commission on Colleges, the Alabama Community College Board of Trustees, Alabama Community College System and other external organizations.
- Ensures compliance with various federal, state, and local administrative policies, operating procedures, and rules and regulations.
- Supervises the development of annual financial services objectives and strategies for the institutional planning process of the College.
- Coordinates the functional roles of the College services with other units, divisions and departments of the College.
- Negotiates, reviews and administers contracts and agreements for Presidential approval.
- Coordinates and maintains business office services including budgeting, payroll, maintenance, purchasing, accounting, and financial records.
- Responsible for ensuring that all restricted funds are accounted for in compliance with applicable laws and grantor requirements.
- Ensures that all college purchasing is in compliance with state purchasing policies.
- Provides for storage, distribution and inventory control of all supplies and equipment.
- Maintains up-to-date statewide and agency contracts and price agreements.
- Administers the disposal of surplus property.
- Maintains confidentiality.
- Serves as a highly effective member of the President's Executive Leadership team utilizing data and strategic planning to guide decision making.
- Serves on appropriate committees and contributes to the health, success and sustainability of the College.
- Performs other essential functions as assigned.
Qualifications - Bachelor's degree in Business Administration, Business Management or Accounting from a regionally accredited institution is required.
- Ten (5) years of public institutional and/or governmental accounting experience is required.
- Five (5) years of personnel supervision is required.
- Five (5) years of documented experience with restricted fund accounting is required.
- Ability to maintain accurate detailed records is required.
- Ability to travel to various work sites is required.
- Ability to work collaboratively is required.
- Excellent communication skills, both verbal and written required.
- Ability to read, interpret and apply analytical data and perform financial forecasting is required.
- Ability to read, understand and apply complex laws and regulations is required.
- Ability to assess and solve complex issues and problems is required.
- Ability to strictly adhere to the principles of integrity, transparency and accountability is required.
- Documented passage of the CPA exam is (current or formerly active CPA licensure within 5 years is acceptable) preferred.
