Summary

This position is located in the Department of Housing and Urban Development, Office of General Counsel.

Duties

Help

This position is located in the Office of General Counsel (OGC). OGC is the chief legal office of the Department, the principal legal adviser to the Secretary and staff of HUD, and the head of the Departmental Enforcement Center. OGC provides legal opinions, advice, and services with respect to all Departmental programs and activities, and assists in the development of HUD programs and policies. OGC also provides functional legal counsel on defensive and affirmative litigation and the development of legislation and regulations.

As a Data Scientist, you will:

  • Oversee development and manage implementation of methods to capture, monitor, evaluate, forecast, and report internal quality review of data related to workflow and trends.
  • Serve on and/or consult with cross-functional teams staffed by federal civil servants, composed of professionals skilled in policy analysis, information technology, data engineering, and project management disciplines, to develop data-driven solutions that address DEC program and business challenges.
  • Serve as a Data Scientist, with broad responsibility for supporting the work of the DEC Operations Division.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position is defined as:

  • Performing quantitative and qualitative analysis for financial cross sectional data; AND
  • Collecting data through multiple mechanisms (e.g., surveys or HUD systems) for data analysis; AND
  • Preparing and delivering technical/narrative reports for making program decisions; AND
  • Reporting results or trends in graphs, charts, or dashboards.


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13 you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

Basic Requirements:

Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

or

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

An official transcript will be required if you are selected. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
